We would like to have at least a few of these, so there is enough choice to fill a single Support zone with different configurations.
Since the focus of the game is not military conquest, we are not currently working on military rules. When we do, we might revisit some of the ideas here (if they are military in nature).
(Do not worry about the details, implementation, or numbers you give. Those are subject to change anyway since we must balance them with the other things that are being designed.)
Support Core Improvements
These are major support functions that can be built in the core improvement slots on Support zones. They offer clear benefits and add functionality to the Support zone. This includes both economical support as well as social or military support.See also Support Zone

Distribution Center: A local transport hub that benefits all adjacent zones.
Space Elevator: A necessity for any semi-permanent orbital development such as industrial orbital processing, or orbital docking platforms.

As the player of OldFWURG's most populous world, I have a great interest in this "Population Centre" thing you have in mind... Is that the hypothethical Megacity zone?
