The creation of a hybrid species as defined in Xeno-Obstetrics is a left-over from ancient times when we viewed technologies in a different way. I suggest to replace that ability with a project more fitting for the current ruleset. When I originally suggested to replace the boring ability with a technology+project, this was met with enthusiasm.
I propose to change the text of Xeno-Obstetrics to:
On worlds with more than one racial group, you may calculate the combined total growth of the different populations and divide the growth as you see fit. You round down only on the total.
For example, if you have a population of 1.15 billion of species A and a population of 2.4 billion of species B, you might normally have a growth of 0.023 (rounded down to 0.02) for species A and 0.048 (rounded down to 0.04) for species B.
With this technology, you can add the totals for (0.023+0.048=) 0.071 population growth (rounded down to 0.07). You may then assign this as you see fit, for example, you might grow the population of species A by 0.06 and of species B by 0.01.

The field of xeno-genetics builds on the discovery and understanding of many off-world life forms to gain a deeper understanding in the underlying genetic frameworks of comparable species.
This technology allows the use of the Controlled Hybrid Speciation project.

This project allows you to create hybrid race on worlds with more than one racial group. The new hybrid race will have characteristics from both ancestor races. When run for 10
, the project creates a new hybrid species AB given two ancestor species A and B. The new hybrid species species AB has one racial characteristic of A, one of B and one completely new one. Note that the new characteristic can be one that either A or B already possesses, which is likely the case when creating a true hybrid species.
The Controlled Hybrid Speciation project runs in synchronisation with the population growth cycle. This means that you must start it at the begining of a the 10-turn population growth period, so it ends in a turn with population growth. During the population growth at end of the project, the hybrid race will be a valid target for Xeno-Obstetrics based population growth, even though it has a size 0.0

I am especially interested in whether the description of the project is clear. I tried hard, but my mind keeps switching back to trying to write it as a program. Feel free to fire a thousand questions about how it should work, so we can create a clear description of the project.
(PS. This project only works for those that already have two racial groups. I have an idea for a "side-tech" and project to allow single-species worlds to bootstrap into genetically manipulating their population, but will hold off on that until this project is passed!)

- The only fluff of the project is the name. This is deliberate: the exact fluff a player wants to use for the sudden existence of hybrids is up to them. E.g., Created in a Lab, natural selection, mutations due to environmental factors, you name it.
- In the old rules it is possible to create a completely new species (without any of the characteristics you started with, by going A+B=C, A+C=D, C+D=E) in 30
, but you get to keep two populations of 0.1

Since having two left-over populations is Not Cool™, I have changed the way the project works to allow skipping over that unnecessary bookkeeping step. - The project duration extension is actually just a special case: instead of directed population growth into the new hybrid species, the Controlled Hybrid Speciation project is run again immediately, using the hybrid species as one of the two ancestor species. Instead of wording it like a function in the project, I simply list the results. But the actual "calculation" is as follows, with species in Capital, and characteristics between parenthesis:
first cycle: A(a1,a2,a3) + B(b1,b2,b3) = C(c1,a1,b1)
second cycle: C(a1,b1,c1) + B(b1,b2,b3) = D(d1,c1,a1)

Looking at the proposed solution I think we have something here that would work.
From my point of view it would solve all the problems Fedor has, while this simultaneously offer a basis for more complicated project, such the one Chris and I are planning.
