For now the Combat Rules will be more of a conceptual mechanic, which will rely on an easy abstraction instead of a detailed in-depth description.
Together with the introduction of the combat rules (capital ships) a military zone will be introduced, which will function much like an Open Market zone, providing the supply option for a military fleet.
Combat fleets will be active, moving things, which travel and hold positions on the Galaxy map, and will require a (home)base, upkeep and a supply line (in the form a dedicated trade fleet).
Fleet combat will make use of the same defense/attack ring mechanic as with Jedi Combat. The ring system will also apply to planets, which will have options to boost their defensive values.
Upgrading a Combat Fleet will also be possible, which will increase the upkeep cost of the fleet, and will provide a +2 points distributable boost to either combination of attack/defense rings.
