New Race - Astan

I noticed awhile back that Xeno-obstetrics allows me to make a new species (with one characteristic of both races and one completely new one), and so I had the idea of making a Human-Astai hybrid: Astan.
They have the Gas Oriented, Metal Oriented, High Fecundity, which combines 2 charateristics from Astai and 1 from human.
I do believe you require approval to create a new race, so firstly in this post I am asking for approval.
Secondly, I want to style them as some sort of avian/raptor humans, but after a quick examination of the internet I have yet to find any fitting pictures for individuals. Does anyone know of any pictures or source of art that somewhat follows a combination of Turians from mass effect and people?

To be honest, that ability is a left-over from ancient times when we viewed technologies in a different way. I had plans to replace it with a project unlocked by the tech that allows the creation of hybrids.
I feel that the speciation (i.e., separation of a species from another) of a hybrid species is an event that deserves more notice than a simple tech that basically rules "I can now spawn whatever economically profitable mutant I want." (No value judgement of your intentions intended, by the way, that's simply the incentive the current rules give.)
Of course, under the current rules your proposal is perfectly valid, and as such I see no reason not to approve the Astan species. They do not an image before they can be created though...

I do agree that making a custom technology and project would be a lot cooler. I am also not deadset on starting this race in

Were you thinking of a technology like genetic lineage analysis, where there is a general tech and then one for every specific racial combination you want to do?

I was thinking along the lines of a project that runs for 10
and has a certain cost. The project would be unlocked by a technology that requires Xeno-Obstetrics tech... I do not see the direct value of having a specific technology per hybrid species (as "sharing" the cost for creating a new species seems strange).
With the current rules it is possible to create a completely new species (without any of the characteristics you started with, by going A+B=C, A+C=D, C+D=E) in 30
, but you get to keep two populations of 0.1
of in-between-hybrids that share some qualities with the existing species.

segments from popping into existence. The exact fluff a player wants to use for the sudden existence of hybrids is up to them (e.g., Created in a Lab, natural selection, mutations due to environmental factors, you name it).

@Gerben: Myeah, you'll probably need to discuss inter-factional Xeno-Obstetrics applications OOCly first, since population growth is separated in that case. (I'm not against it, but I feel that it ought to be mentioned that your case is a special case :P)
Not once we apply the new updated rules for "shared" settlement, in which case I get to own a planet with both Sundarian and Praetorian pop... but yeah its probably good to discuss that beforehand.

The Current proposal specifically mentions population and states that population loyal to faction X should reside in a world controlled by faction X... So you might want to go over to that thread and discuss the matter.
