"The Lifebringer Clans concur. As far as we can tell, this individual was on a diplomatic mission in Union space. He has committed no offenses during his visit. Therefore, there is no legal basis for detaining him. The Twi'lek is free to choose his path. He may stay in Union treatment facilities, resume his diplomatic mission, return to his home system, or even seek asylum as the Veolian Senator has suggested.
The Lifebringer Clans assume this man's trading contacts have advised him to seek legal council. If not, we strongly suggest to give him this advice.
Lastly, we understand it is among our security forces' tasks to spot 'opportunities' such as these, but to question a diplomat for military information would be a shocking violation of any form of diplomatic ethics or code. The Lifebringer Clans are strongly opposed to such an action. "

Senator Nehket Aeka turns to one of her aides and whispers: "As far as we know, this Twi'lek pilot is not a registered diplomat, but just a colonel in the Slave Rebellion army. Find out what this means for his diplomatic status."
The aides of Senator Nehket Aeka managed to inform her that since the pilot is not a registered diplomat, he has no diplomatic status, but is merely a foreigner. He may in fact be here without a visa - which is not unexpected since there is no embassy in the Slave Rebellion territories where one could be acquired.
The Chancellor stated:
"There appear to be no further points to discuss on this matter. Did I miss anything?
I believe the opinions in the Senate are mostly clear.
- The Twi'lek pilot will not be questioned by security forces regarding tactical secrets of the Slave Rebellion
- The request by the Hutt for the extradition of the pilot is denied
- The Hutt vessel and its crew will be detained and prosecuted for their crimes
- The Veolian Commonwealth has offered asylum to the Twi'lek pilot to ensure his safety
Am I correct in drawing these conclusions?"
She looked around to the different Senators.
The Chancellor stated:

"The Lifebringer Clans concur. However, we notice that there is no conclusion drawn about the status of the Twi'lek himself, other than the option of asylum. Our current information leads us to believe the Twi'lek pilot has commited no offense while in Union space. If this is the case, he should retain the rights any visitor to the Union has. Are there reasons to doubt this? If not, will the Senate adopt the conclusion that the Twi'lek is essentially a free individual?"
"The Sundarian Federation has no objections to said proposition. "
"The Lifebringer Clans are correct. Besides not having an official visa, the Twi'lek pilot has not committed any crimes. Since the Veolian Commonwealth has offered asylum, the matter of the visa has been resolved and we have no grounds whatsoever to hold him."
The Chancellor was interrupted a moment, looking down at her screen.
"It appears as if security has cleared the building. That means we are all free to leave or go about our business.
Since there are no objections, I shall inform the Hutt Families of our decision."
The Chancellor stepped away to talk to the Hutt.
