I have recently invited a representative of the Core Hegemony, and they have granted me the privilege of receiving General Eimel, a member of the Core Staff of the Core Hegemony, the highest body of government in their nation.

I would like to extend an invitation to all members of the Union to attend when we receive General Eimel, so that introductions may be made. Perhaps there may also be opportunities for trade with the Core Hegemony.

To promote any such trade, the Ministry of Foreign Affairs has kindly granted the option of providing capacity on the Union Trade Fleets should any such deals be made, which means nations do not have to use their own trade fleets to make arrangements. Naturally, only limited capacity is available, which will be distributed fairly amongst all applicants.

Please let us know in advance who wishes to attend, so we can make arrangements."

"Thank you, Senators, for your interest.

The meeting with the Core Hegemony shall consist of two phases.

During the first phase, personal introductions can be made between the Senators and the representative of the Core Hegemony. The second phase will be a more detailed negotiation where this is desired.

((OOC: the first phase will be as a chat, the second phase will be a thread on the forum - you can participate in either or both or none as you please.))

Regardless of the phase during which the deal is made, the Union will arrange for trade capacity to export up to 400 raw materials or products from each Union world to the Core Hegemony. The Core Hegemony will in turn arrange the trade capacity to allow importing a similar amount.

This will not be a one-turn trade, but a permanent trade route. Of course, either party may decide to end the trade when they wish, as with any other trade route. The Union will guarantee that the deals made with the Core Hegemony will be honoured as they were agreed.

We propose that the first phase of the negotiations take place on Monday evening the 11th of July 2011, at 19:30 hours. The second phase will begin after the first phase is completed.

"As the the Core Hegemony has a history of military 'problem solving' and a less than friendly attitude towards non-human beings the Veolian Commonwealth will not participate in any dealings with the Core Hegemony.

"I am sure we can arrange our own security for the meeting Senator Nehket, if the Veolions do not want to participate."

"I must insist that the Veolian Commonwealth is allowed to send an observer.", the Veolian Senator reacted sharply, " Even if we do not want to have any dealings with the Core Hegemony I feel it is our duty to keep vigilant. And since the meeting will most surely be within the senate building, I think it is the responsibility of every Union member to help ensure the security of the senate.

We will therefore send padawan Shebi to attend the meeting. If anyone objects to the Veolian Commonwealth sending an observer to this meeting, they can send a formal written complaint to the Veolian Embassy."

After her quick remark senator Nehket Aeka and her aides left the room without giving anyone the time to reply to her statement.

"Please allow me to assure everyone that they can attend this meeting without worry - security has already been arranged and I make you my personal guarantee that nothing bad will happen.

That being said, if the Veolian Commonwealth desires to send padawan Shebi as an observer, we have no problem with her presence and in fact welcome her to the meeting with open arms."

The senator stated this in general and not to anyone in particular.

<General_Eimel> Two Reptilians, I see. How interesting. I have been at war with a reptilian race before - tough buggers, very strong soldiers. I was impressed with their abilities, even though they could not hold against the might of the Core in the end.
* General_Eimel might have been making a compliment, though it was not entirely certain. It was an odd way to start a conversation regardless.

* Ardios_Eldrilit looks directly into the Generals eyes, he looks a bit offended. We Praetorians are a peaceful race now, we have no reason to go to war.

<General_Eimel> I did not mean to imply otherwise. And I am indeed a military man. All politicians should be if you ask me - the universe is a dangerous place.

<General_Eimel> That is why I am here... I believe... the Core believes that strong nations, such as the Union, are necessary to bring peace and stability back to our galaxy.
<Lady_Peinailli> ¨Gentlemen, ¨ Lady Peinailli retook ¨ Perhaps we should skip parts of the formalities, and proceed to the more direct negotiations concerning our business. The good General, which im sure meant no disrepected, is not accustomed to long and endless slopes of deplomacy as he problably prefers the more direct aproach of say.. a pistol or sword. * Vestiik_Isika remained quiet. This Human's goals were not her goals, but the trade interests he represented could provide a powerful boost to the Clans' economy.

* Ardios_Eldrilit looks away from the general and nods after Lady Peinailli's words.

<Vestiik_Isika> Both the Union and the Core Hegemony are powerful economies, General. Trade would be mutually beneficial, and a good first step to closer ties.
* Lady_Peinailli sits back in her chair and watches the faces of her fellow representatives. This would be an interesting negotiation, in which the Sundarian Federation could offer very little in means of trade, but it would provide her with some much needed information, not only about the trade agreements and dealings of the Core hegemony, but also about her fellow Senators
<General_Eimel> I agree Senator Vestiik. The Union has done much to bring peace to their region - a century ago some of its members were still at war with one another and now you form a sovereignty that spans douzens of sectors. It reminds me a lot of the Core, and I mean that as a big compliment.
<General_Eimel> Senator Ardios Eldrilith, would you tell me something of your world and the no doubt remarkable abilities of your people?

<Ardios_Eldrilit> We praetorians originate from the planet Praeto. Not very long ago Praeto was divided into several tribes that were constantly at war. Nowadays we are a united race ruled by our Emperor Thorios Olchazith.
<Ardios_Eldrilit> The wars have made us strong, Many Praetorians are still trained for war following the old traditions.
<General_Eimel> He sounds like a great man. The Core Hegemony might have been an empire, were it not for... well, it is customary not to use that name, so I shall not. Regardless, we appear to have more in common than I had originally suspected.
<Ardios_Eldrilit> how many years of combat trainings do your people get General Eimel?
<General_Eimel> It depends. Most of our soldiers join up between ages 12 and 17. What about your planet and people Senator Vestiik? Do they have a similar outlook on life to the Praetorians?
<Vestiik_Isika> Briefly, the Kiitik considered posturing as a warlike race, but found herself unable to. The thought itself was sickening. "The Kiitik are a complex race, General. To be brief, we thrive through cooperation. It's what helped us through the wars, and into the Union. Now, we are a race of builders, so to say."
<General_Eimel> Builders saved my life at one point. We were facing off against overwhelming artillery, bomb after bomb falling on our bunker - we had a group of civilian builders there who kept fixing whatever the enemy was able to destroy - before that, I thought builders were just soldiers without guns, useless - (more)
<General_Eimel> but those handful of men saved more lives than all the soldiers in that bunker put together. They kept us alive because of their skill. Taught me a lot too.
* Vestiik_Isika managed a smile. This was the Generals sense of diplomacy, then. She would take his messages as he intended them.

<Vestiik_Isika> "Xsa... we are running a small shortage. Does your nation export them? We have surpluses in other areas."
<General_Eimel> I suppose it makes sense that a nation of builders would run out of construction materials. Actually, what the Core Hegemony needs most is raw materials of all types - many of our worlds are city worlds - lots of people, most resources already drained. We can go without a few extra buildings if we can secure extra basic raw materials
<Ardios_Eldrilit> The praetorian Empire has some crystals and organics that could be traded. We currently have not enough gasses to power all our vehicles.
<Vestiik_Isika> "The Clans can offer you rare elements, as well as gas."
* Lady_Peinailli ponders the following... the General seems to suggest trade on certain preset assumption, which he only hopes to confirm in the talks.. i wonder how much interest there really exists for a genuine trade and pacefull longterm relations.

We inherited many factories and industry, which we are sure will be able to produce products the Union seeks. Are there any products you as Union members are in need of?

<Ardios_Eldrilit> We are wondering how scarce the raw materials are in the Core Hegemony and what they are worth.
<General_Eimel> We would be able to make an offer of 45 Vehicles in return for 100 Crystals. How does that sound to you Senator?
<Ardios_Eldrilit> I fear that this would not be good enough to solve our transportation issues. We would like to import gasses instead if possible.
<Ardios_Eldrilit> Are there any gasses suppliers in the Core Hegemony willing to trade?
<General_Eimel> The other Senator expressed an interest in trading gasses. Perhaps a triangular arrangement can be made? We would trade them for their gasses which we in turn would trade with you for your crystals?
<General_Eimel> But tell me Senator Ardios, how many vehicles would you need to solve your transportation problems?
<Ardios_Eldrilit> We have some vehicles production now, importing vehicles would only work on a short term for us.  In the long run we will need a lot of gasses to keep our production facilities at optimal levels.
<General_Eimel> Well then, I am curious to hear what the Lifebringer Clans are interested in

<Vestiik_Isika> "We can supply about 200 rare elements. A trade of 100 construction materials seems fair to us. Gases are in shorter supply, and we would greatly prefer a deal with only rare elements. If necessary, we will cooperate with a triangular agreement, exporting gases up to the amount needed by the Praetorians."
<General_Eimel> How many gasses would the Praetorians desire?
<Ardios_Eldrilit> We are willing to trade 140 crystals and 25 organics for gasses if possible. If this can not be supplied trading 140 Crystals for gasses should suffice.
<Ardios_Eldrilit> We are under the impression that crystals are worth atleast as much our even more then gasses, since crystals are difficult to mine.
<General_Eimel> Suppose the Lifebringer clans provided 200 rare elements and 100 gasses in exchange for 140 Construction Materials, and we would provide the Praetorian Empire with 100 gasses and 30 vehicles for their 140 crystals and 25 organics, would that be an acceptable proposal?

<Ardios_Eldrilit> We are confident that we can trade 100 crystals for 100 gasses. The vehicles are hard to process for us in these amounts, we understand that it might be hard to acquire more gasses but we are willing to accept atleast 65 more gasses and more in the future.
<Vestiik_Isika> Having consulted her datapad, the Kiitik senator responds: "Preliminary calculations show we are capable of exporting these goods and processing the imported amounts."
<General_Eimel> So that would allow us to make a trade with the Lifebringer Clans - 140 Construction Materials for 200 Rare Elements and 100 Gasses. We also understand the Praetorian Empire is not interested in vehicles, but only in gasses, is that correct?
<Ardios_Eldrilit> At this moment we are yes.
<General_Eimel> Well, perhaps it is best to first finalise the deal with the Lifebringer clans and then see what we can trade with the Praetorian Empire?
<Ardios_Eldrilit> The Vehicles were an example for me to get an idea about Core Hegemony trade ratio's.
<General_Eimel> Ah, I understand better now, thank you Senator Ardios
<Ardios_Eldrilit> Maybe other trade partners will join later that have more gasses to offer.
<Ardios_Eldrilit> We are willing to commit the 100 crystals for the 100 gasses in this deal.
<General_Eimel> Exactly what I was thinking Senator, hence my hope to at least finalise the deal with the Lifebringer Clans - this secures some Gasses already.

<Vestiik_Isika> "This is acceptable to us: 210 rare elements and 100 gases, in return for 145 construction materials, contingent upon the gases being traded to the Praetorian Empire."
<General_Eimel> Agreed, provided we can come to an agreeable arrangement with the Praetorian Empire in the near future.
* General_Eimel nodded, pleased with this result
<General_Eimel> Now then, does the Praetorian Empire have any interests beyond Gasses, I wonder?
<Ardios_Eldrilit> we have many interests actually but in most of our required products our homeworld is pretty much self sufficient.
<Ardios_Eldrilit> The Praetorian empire is currently dealing with the sames issues as the core hegemony as it seems, we both require raw materials from external parties.
<General_Eimel> Well, I am hoping to make a deal this evening. Suppose you give us 80 Crystals and 25 Organics for the 100 Gasses. Would that be acceptable to your world?
<General_Eimel> We can then negotiate about other resources at a later time.
<Ardios_Eldrilit> 80 crystals and 20 organics would be acceptable but we prefer 100 crystals.
<Ardios_Eldrilit> or 75 crystals and 25 organics when necessary.
<General_Eimel> We'll accept your offer of 75 crystals and 25 organics in exchange for the 100 gasses, if this satisfies the conditions of the Lifebringer Clans.
<Vestiik_Isika> "It does, General."
* Ardios_Eldrilit is pleased with the current deal and hopes that more gasses will surface later.
<General_Eimel> Well then, I think we have an agreement.
* General_Eimel held out his hand to shake
<Vestiik_Isika> "We do. Time for the paperwork, then."
* Vestiik_Isika shakes the offered hand.
* Ardios_Eldrilit leans forward and briefly shakes the generals hand with a soft grip, worried that he would hurt the general.
* General_Eimel was tough despite his age, and with Ardios being gentle, the shake went off without incident

In conclusion, I can say that two trade deals have already been made, but there are more trade opportunities available. The Core Hegemony has expressed interest in acquiring raw materials from Union Worlds, so that may be a good starting point.
