Senator Nehket Aeka entered the conference room where the bi-weekly cabinet meetings were held, she was accompanied by her aide, a low-ranking veolian noblewoman.
After chancellor Acehtoo went through the motions of opening the meeting, and announcing the agenda, she patiently waited until it was her time to adress the group.
"Fellow Ministers, Chancellor,
It has come to my attention that the Union does not do enough to promote cooperation between its members. Though we allow worlds to join in the capacity of Minor World, we do not allow them to fully participate in the political process of the Union.
To make sure that Minor Worlds are allowed to participate in the full spectrum of the political field, I propose and amendement to the Union Electoral Process. Please have a look at the proposed changes. We propose to change the worlds that are allowed to hold a ministry from 'Inner and Core Worlds' to 'voting worlds'. Voting worlds are defined to be all worlds that hold a vote during the general elections."
All minister, and the chancellor, received a file: Proposed renewed law.

"I have no objection to running a vote for this new proposal, however, given the upcoming election next week, I believe it is too late to run it in conjunction with that. Why don't we leave a finished proposal for the first week after the election?"
