Please join me in welcoming the Corporation for intergalactic exploration of Xi into the ranks of the Union. They are now officially an Inner World and will be participating in the Union as full members.

As a new member, the Corporation for intergalactic exploration of Xi is set to receive an embassy building on Unity for their use immediately.

Additionally, for the first ten weeks of membership (Turn 39 - 48), they will not have to pay taxes.

Finally, they shall receive the sum of 10.000 , spread out over those same 10 weeks, 1.000 being made available to them each week. This money must be spent on developing or upgrading new zones or improving their infrastructure ( , or )

Again, we welcome Corporation for intergalactic exploration of Xi into our midst and hope that all shall benefit from this cooperation!

I would like to thank all of you for this kind welcome to the Union. We, as the people from the Xi system, were much surprised to find such a large variety of intelligent races populating the galaxy. And hope that trade to our mutual benefit can be started.

This generous gift is much appreciated and will be spend wisely. It will also go a long way towards convincing even the more xenophobic of our people of your best intentions.

Please be aware that while the corporation for intergalactic exploration of Xi has the power to negotiate, and make contracts, with other races. We are formally tasked to explore the universe around us for other habitable galaxies. And therefore do not represent all of the Crystalkin. When the federation of nations has decided upon a satisfying solution it will be announced for your information. Until that time, know that the federation will not revoke our decisions.

The Veolian Commonwealth would like to extends it's best wishes to it's newest neighbours.

However, we can not help but notice the fact that the Corporation for intergalactic exploration of Xi appears to be a delegate organization. Even more interesting, they just admitted to represent only part of their world.

While the Veolian Commonwealth sincerely desires to support the people of the Xi-Tra system in joining the Union, we should not lose sight of the important question of sovereignty.


I will not bore you by quoting the relevant articles from the Declaration of Unity. Suffice it to say that Declaration of Unity clearly states that members of the Union should be sovereign in their territory, and should have a governmental body that speaks for all of their constituents.

What guarantees does the Corporation for intergalactic exploration of Xi give us that any contract negotiated with them is not reneged on by the other governments of the system of Xi-Tra? Our trade fleets might even be impounded by those not considering themselves part of the Union!

Are you, Senator Zoreone Abaroa, authorized by your highest governmental body, which I assume is the Xi-Tra Federation of Nations, to broker deals on their behalf -- or are you a representative of the Corporation for intergalactic exploration of Xi?

I assume that you can answer these question to our satisfaction, but we would like them answered nonetheless. Your answers will make sure that there are no misunderstandings in our further dealings.

Senator Nehket Aeka has posed concerns about my validity, and I applaud that not only the letter of the Declaration of Unity exists. But also that its spirit is lived by.

Concerning your concerns, The Federation of Nation is indeed the highest governmental body in the Xi-tra system. And I am indeed authorized by the Federation to broker deals on behalf of all of its members - The nations on Naavin - and the Federation itself. I am also a representative of the Corporation for intergalactic exploration of Xi, should you wish to deal with them directly. At the moment these are the only powers and titles I bear with respect to the Xi-tra system, but they should be enough to satisfy your concerns.

The reason I brought this up in the first place is to prevent similar problems later on, when the Federation has decided upon a more definitive construction for its dealings with the Union. At that time I may, or may not, remain as the Senator. But know that any deal I make will stand no matter the outcome.
