"My fellow senators,
I am sorry to inform you all that, according to the Union Electoral Process law, this monday should have been the day I opened the elections. The reason I have not opened the elections is simple.
There are no candidates.
In the weeks leading up to this point, not a single world has promoted their senator for the positions of chancellor.
As you will all remember, in the last electoral period I ran for office because no one else would. When I opened the floor for candidates, I originally decided not to run for chancellor. I felt that I had allowed the war with the Slave Rebellion and the consequent Remunzian liberation efforts to draw away to much of my attention. Attention and effort that I could have used to further the goals and plans I had for the bureaucratic reform of the Union and the Ministries. And this war is ongoing.
Senators, we are now in uncharted legal territory. At the end of this week there will be no votes. No new chancellor, and no newly announced cabinet. There are no lawful provisions for this eventuality.
To ensure the continuation of government, and to ensure that there will be someone to hold accountable for the actions of the cabinet and the union military, I will remain in office in the capacity of acting chancellor starting next week."
"Senators, I solemnly promise to perform the duties of chancellor until such time that it has become clear what the legal and political implications of our current situation are."
