"Fellow senators,
We propose a new law regarding technological research:
Please vote yes (I support this law) or no (I do not support this law).
We propose a new law regarding technological research:
Article 1:
The Union wishes to promote cooperation between its members in the development of technology.
Article 2:
Member worlds may reduce their taxes due by 15% of their spending on technological development, provided they meet the conditions in articles 3-6.
Article 3:
At least two member worlds must cooperate in the development of the technology, with each contributor paying adding at least half the amount of the biggest contributor to qualify.
Article 4:
The technology being developed must be sharable. Any technology that cannot be exchanged does not qualify.
Article 5:
The member worlds must make and keep the developed technology available for purchase to other Union members within twoturns of completing the technology ((OOC: Post on the trade forum))
Article 6:
The selling price of the technology may not be more than half the total cost of developing the technology.
Article 7:
To help pay for this, the fee for housing a Union Defense Fleet is reduced from 40to 25
with the liberated funds transfered from the Defence Budget to the Research Budget.
