[ Senate ] Announcing a subsidy on Colonisation

"Fellow senators,

I would like to announce the Ministry of Commerce's support for the colonisation efforts of members of the Union.

To support and encourage colonisation, I have created the Colonisation Encouragement Fund, and placed the 6500 (:tax) from the contingency budget of the Ministry of Commerce into this fund. Starting in (:turn) 259, every Union member may claim a subsidy from this fund according to the Colonisation Encouragement Fund Subsidy Regulations issued by the Ministry of Commerce.

It is my hope that future ministers will refill the fund when needed to continue supporting the colonisation effort."

Colonisation Encouragement Fund Subsidy Regulations
These regulations apply to subsidies claimed from the Colonisation Encouragement Fund maintained under the purview of the Ministry of Commerce. This regulation comes into effect in (:turn) 259.
  1. Any Union Member may request a colonisation subsidy to support their construction of a colony. For the purposes of this regulation, "colony" means either a settlement, outpost or space habitat.
  2. The colonisation subsidy is a sum meant to support the construction of a colony, and as such is handed out on a per-colony basis. Parties to a joint colonisation effort may divide this sum among themselves as they see fit.
  3. The colonisation subsidy may only be requested after the actual construction of the colony has started, i.e., after the first (:turn) of actual construction on a colony site.
    1. As a special case, a subsidy may also be requested for a colony that is completed, or under construction, when this regulation enters into effect.
  4. The amount of subsidy that may be requested for construction of a colony is limited as follows:
    1. For a Space Habitat, a maximum of 250 (:tax),
    2. For an Outpost, a maximum of 500 (:tax),
    3. For a Settlement, a maximum of 1000 (:tax).
  5. Requests for colonisation subsidies are granted on a first come, first serve basis.
  6. Requests for colonisation subsidies are granted as long as the fund lasts, with the final request partially paid out. Once the fund is emptied, no further subsidies are available, unless the Ministry of Commerce replenishes the fund.

((OOC: To claim your subsidy, note your claim in your turn report together with the colony you claim it for, and the amount you claim.

After the turn report with the claim is approved, you can claim your (:tax) from the fund in your next turn report by:
  • updating the fund on the ministry page (do not forget to do this!), and
  • creating a one-turn trade for the claimed amount on your bookkeeping page.

I applaud any such constructive use of union funds, I do however ask for one clarification.

Under point 3.1, you indicate that the subsidy may "... be requested for a colony that is completed ... enters into effect". You are explicitly including colonies that have been constructed, even far in the past?"

Suprised at receiving a private note from the Astai senator, Lanadi quickly entered a reply: "If factions that have current colonies constructed in the far past feel the need to claim a subsidy, I feel that such is their right"

Luckily most delegations seem to be reading the regulations instead of paying attention after she just announced the subsidy to the senate.
