[ Senate ] Niom addresses the senate to file a complaint against the Ministry of Commerce

The senator of the Socialist Republic of Niom, Grand bureaucrat Ght'Twwf, has indicated through all the correct bureaucratic channels that he wishes to address the senate on a matter of great importance.
With the senate assembled, the ithorian steps up to the speaking dais. One of his aides, wearing a worried expression, quickly handed him a data pad. Since the senator was well-known for his monotonous tone and long speeches, this did not bode well for the hour or so. He carefully looks over the data pad, and then puts it down again.
As has become usual, the senate saw senator Ght'Twwf draw a long breath.
"I am angry!", as a complete suprise, the senator from Niom did not sound monotone at all. In fact, true to his opening statement, he sounded angry.
"The Ministry of Commerce shows blatant disregard for correct procedure and informed decision making. The Socialist Republic of Niom has asked important questions with regard to the Trade Hub project proposed by minister Ardios Eldrilith, and in return the minister has completely ignored our request.
The Socialist Republic of Niom has patiently awaited the reports from the minister's assigned committee, as is proper procedure. We have not yet received these reports, and instead have been forced to abstain from a hasty vote opened by the minister of Commerce. During the vote the Socialist Republic of Niom has followed proper procedure to allow the Ministry of Commerce more time to have their appointed committees and subcommittees present their final findings. The Socialist Republic of Niom has asked the chancellor to extend the vote to allow more time for minister of commerce Ardios Eldrilith and his committee."
While the senator was talking, his voice quickly slipped back to his normal monotone timbre, yet his earlier outburst made it clear that this matter cut deeply.
"The Socialist Republic of Niom hereby files an official complaint with the Ministry of Commerce, requesting that the mininstry produces the answers to questions posed by the Socialist Republic of Niom and that the vote on the Trade Hub project is declared invalid on grounds of information being withheld by the Ministry of Commerce."

The ministery of commerce has formed a committee to investigate where the missing information is and what went wrong during the procedure. The committee will get to the bottom of this situation.
I have also established a committee to restructure the bureaucracy of the ministry of commerce to make sure that such incidents will not happen again in the future. We would like to invite the Socialist Republic of Niom to help selecting the committee members to ensure that the investigation is handled in an impartial manner."

"Unfortunately, it is not within my power as chancellor to declare the vote invalid. That being said, the vote was instigated by a motion of input to determine support for the plan. Looking at the number of cast votes, it is clear that several other worlds also need more time to think on the matter.
It is important that we do not forget that this vote is a measure of the support of the plan to build Trade Hubs, and not as a binding vote paving the way for the actual engineering effort."
