Further, I propose that we take 'artificial' to mean beyond the natural ability of the species. This accomodates the great diversity of sentient species in our Union, while still giving is a crisp idea of what the law entails."

"Now, for your alternative proposal, senator Harek, I would ask of you that when you explain what kinds of priority you envision, that you also elaborate on what you mean with 'nobility, religious order or others depending on the culture'."

"As I said, when a baby has no-one to take care of, the baby cannot live a healthy life. No decent food, no parental care, no doctor when he is sick. Thus when such a baby is not born, it will not suffer all kinds of medical conditions. The preventing of the baby therefore is done out of medical reasons.
But I realise that we are actually trying to loophole the proposal. We of the Consensus believe that the happiness of the living is more important than the potential existence of the unborn, therefore we are against forcefully letting more babies be born by law."
