After a lengthy negotiation with the Free Confederacy regarding the territory conflict of 13 -2 and 13 -1, we have come to an agreement. I present to you the 'Stellaria Argentum Treaty on Relations with the Free Confederacy' for ratification:"

Stellaria Argentum Treaty on Relations with the Free Confederacy

This is a treaty between the Free Worlds Union and the Free Confederacy, negotiated in turn 138 in the Stellaria Argentum system.

1. The Free Confederacy will change its logo and colours,
2. Sector 13 -2 shall be shared territory, with shared upkeep of the Bozzy Spine under the condition that
   1. all civilian traffic is allowed unhindered passage,
   2. military vessels and fleets are required to announce their entry of the sector but are allowed passage as well,
   3. both the Union and the Free Confederacy will commit equal effort to anti-piracy patrols
3. Sector 13 -1 will become territory of the Free Confederacy,
4. Both parties agree to a controlled border in Sector 13 -2,
   1. allowing both our member worlds to sell their goods to member worlds of the other,
   2. with a tariff of at most 0.75 per good,
   3. both parties agree on setting the tariff at 0.0 for the first 52
5. This treaty will enter into force at the start of 140.

"The Socialist Republic of Niom feels that several committees that should have been created in the Stellaria Argentum Treaty on Relations with the Free Confederacy. There is no mention of a committee to handle the manner in which Sector 13 -2 is maintained and not even one to handle the controlled border. Without these in place to handle problems, we fear the area will soon be rife with further conflict. For this reason, the Socialist Republic of Niom is forced to vote against ratifying the Stellaria Argentum Treaty on Relations with the Free Confederacy and instead the Socialist Republic of Niom votes to reject the Stellaria Argentum Treaty on Relations with the Free Confederacy."
