"Dear Senators,

Unity is currently defended by UDF CORE 1 "Unity". We believe that this fleet is not used to its potential now since it is stuck around Unity. If we improve the defences of Unity itself we can release this fleet from its duties to permanently defend Unity and deploy it in other sectors of the Union. I propose to acquire the use of the Compacted Defence Facilities technology and create a Planetary Defence Grid around Unity. This can be funded from the Improvement of Unity Fund.

Any questions?"

"Dear Chancellor,

How much taxes do you believe this will cost, and how much are you actually willing to spend?"

"I have contacted the Djana Research Centre that researched the technology. I am still awaiting an answer about the use of the technology on Unity.

We could buy the necessary capital ships and construction materials from member worlds using a public tender.

The defence grid itself should cost approximately 4000 (:tax). I am willing to spend maximally 4500 (:tax) on this endeavour. "

"Senators,

I believe that this is a worthwhile measure, having the option to free up to Core fleet for other task besides the defence of Unity should prove useful. However I should stress that it should only be done as a last resort.

In order not to stress the Union funds to much, The Sundarian Federation is prepared to make a contribution of 500 (:tax), which we will transfer in (:turn) 125, in order to either fund the construction of the Defence grid or to support the war effort. I'll leave it up to the chancellor how to best use our donation.

Thank you."

"Chancellor, I must ask which member worlds you would want to procure the necessary capitol ships an construction materials from.

Because to my knowledge the bulk of the capitol ship producers are part of the cabinet. If you are considering to procure them from these producers that would give a biased view on this matter. As I firmly believe the Union Cabinet should not make laws to benefit their own worlds.

Either the materials should be supplied by a non Core World or it should be provided to the Union free of charge."

" I agree with senator Latharion that the Union Cabinet should not make laws to solely benefit their own worlds. However, I wish to remind you of the fact that the Improvement of Unity fund is already earmarked for the improvemet of Unity. No laws have to be passed to spend this money on the improvement of Unity.

However, declaring that the materials should be acquired from a non Core World is effectively the same as declaring that the (:capital-ships) have to be acquired from the Unified Republic of Darya, which in turn allows them to ask ridiculous prices...

I believe that an open and public tender is a fair way to determine the supplier of these goods."

"Yes, a public tender means every faction can offer their goods. This ensures that the Union will get the goods at a reasonable price."

"In the past, the Djana Military Research Center made deals where the goods had to be bought either from one of its members or be created by the faction who bought the technology itself. What if the Djana Military Research Center offers the same deal to the Union? Would this be a principal issue, even when the prices they offer are within the budget?

We of the Consensus have little issue if the Djana Military Research Center offers the same deal to the Union as to other members, but we might be a little biased for obvious reasons."

Ardios Eldrilith shared his Communication with Djana Research Centre with the senate.

"As you all can see there are two options. We can choose to buy only the technology license from the Djana Research Centre for 100 (:tax) or we could buy the license in combination with the products.

I believe that their proposal of 4.5 (:tax) on the (:capital-ships) seems reasonable but I believe we could get a much lower price for the (:conmats) with a public tender. I am still in favor of a public tender, with a price of 0.3 (:tax) / (:conmats) the public tender would already be cheaper.

They did state that this was a maximum price. If we could bring the price down to 4 (:tax) / (:capital-ships) and 0.4 (:tax) / (:conmats) we should probably accept their discount deal."

"Accepting their maximum prices would cost a total of 3940 (:tax) for the construction of the Planetary Defence Grid.

If the prices are reduced to 4 (:tax) / (:capital-ships) and 0.4 (:tax) / (:conmats) then it will cost a total of 3760.

If they will not reduce their prices and other dealers are found for 4 (:tax) / (:capital-ships) and 0.3 (:tax) / (:conmats) it will cost 3820.

All of these budgets fall well within the earmarked 7000 (:tax) of the Improvement of Unity fund under the Ministry of Finance.

If the prices could be reduced by the Daryans or Teprogrenaians that would be beneficial to the union, but I do not see a pressing need to obtain these materials from other union members."

"I would agree with Senator Atheos." Peinaili stated, "Any reductions on the price of the needed goods, assuming delivering parties aren't donating them but instead asking a reasonable price, has only a small effect on the total costs at best. I too do not see any pressing need to obtain these materials for other union members."

"And of course the is the risk that the three parties able to deliver the capital-ship products are deliberately going to keep the prices high. Making a public tender the more expensive option if that happens."

"As one of the three parties able to deliver capital-ship products, your world can make sure that what you propose won't happen, senator Tassar.

I do not think the Union should put undue pressure on member worlds to lower their prices. We joined the Union to cooperate, not to have our export prices dictated."

Serrah, the veolian senator's twi'lek slave, whispered something to her mistress.

"It seems that any further discussion is irrelevant now, as the chancellor has apparently already sent a demand for lowered prices to the Djana centre..."

"Due to the fact that there was some room for negotiation and because we do not have unlimited time to discuss this I have send them a offer. With the current availability of (:capital-ships) and (:conmats) a lower price is possible."
