The conference room is situated in the highest tower of the conference complex with a grand view of the rest of the complex, and incidentally, the protesters outside.

The room appears to be designed specifically for the participating delegations. Each seat is personalized, adjusted for height and sitting habits. The table is shaped like an octagon, with each participant having an equal 'slice' of table.

"Honoured guests,

So far this summit has been a great venue for getting acquainted with one another's culture and biological inclinations. After this orientation and introductory period the time has come to discuss our continued cooperation on the subject of this summit.

After careful analysis we have determined the need for fundamental research into the possibility of genetic compatibility and population growth control, and assisted procreation. Our projections show that this fundamental research will require a funding of 500 (:tax) and at least 5 turns. In effect this means that, should everyone gathered here wish to contribute, a sum of 12.5 (:tax) should be committed for the period of 5 turns. The Veolian Commonwealth will contribute the extra funding required to allow other factions to send a rounded 12 (:tax).

Once this fundamental research is completed, we will have access to further researchable technologies. I propose that we quickly determine who wishes to participate in the fundamental research, and that we shall reconvene on Unity once this fundamental research has been completed."

The Sundarain Federation shares this sentiment, we have freed up the needed additional budget to commence our contribution on this research starting in turn 16.
