[ Senate ] Hiocan Society becomes Inner World!

"Fellow senators,
The Hiocan Society has informed me of their economic progress, and has requested to be promoted to Inner World. I wish to congratulate the Hiocan Society on their progress. They are now officially an inner world, and will be participating in the Union as full members.
For the first ten weeks of membership (Turn 88 - 97), they will not have to pay taxes.
Finally, they shall receive the sum of 10.000
, spread out over those same 10 weeks, 1.000 being made available to them each week. This money must be spent on developing or upgrading new zones, or improving their infrastructure as per the turn 17 subsidies law."
