The reached consensus can be used by the senate to determine when something is alive, and use this to prevent ambiguity and discussion about the ethical and difficult decisions around living/not living topics."

85, 20-jan-2013.The Great Intergalactic Discussion of Life has come to an end and consensus has been reach about a definition of life.
Definition
The definition states as follows:
- If it has been shown something can manipulate the force, it must be alive.
- If it has been shown that something has no connection to the force, it can not be alive.
- when nothing can be said about the connection to the force about a group, the set of six rules will apply, to be alive, a group then must:
- Eat
- Grow
- respond to stimuli
- reproduce, which involves at least a biological process
- adapt to their environment
- maintain a homeostasis

"Thank you, senator Danar Tassar, for presenting the final results of the discussion.
For those members new to the Union: the intergalactic discussion on life was sparked by the joining of not one, but two partly artificial races to the union: the Limëan Republic and the Teprogrenaian Consensus. Since then, the Stellarian Triad Federation joined our ranks as another world that greatly values cybernetics.
The great intergalactic discussion of life has been an open event, and any union member whether they were a politician, great philosopher or just a commoner, was welcome to speak their mind. With the arrival of this report, we now have a way to determine the property of life for a prospective new member, or other group of entities.
Since the discussion was attended by no less than eight members, and at least one of them has been a Core World during the whole discussion, I propose we encode the results in the Union Laws. Of course, as we gain a further understanding of the universe, we should re-evaluate our position on what constitutes life.
Therefore, I propose that the conditions mentioned in this report are codified as follows:
"As there has been ample time to discuss the issue during the Intergalactic Discussion of Life, which was open to all, and because at least eight union members agree to the definition, I consider the proposal seconded, and I will open a vote forthwith."

Definition of Life Act
- Any group of entities can only join the Union of they are deemed alive (in addition to the conditions laid out in the Membership Act)
- Whether a group of entities is alive will be determined as follows:
- If it has been shown something can manipulate the force, it must be alive.
- If it has been shown that something has no connection to the force, it can not be alive.
- when nothing can be said about the connection to the force about a group, the set of six rules will apply, to be alive, a group then must:
- Eat
- Grow
- respond to stimuli
- reproduce, which involves at least a biological process
- adapt to their environment
- maintain a homeostasis
- Because of our advancing understanding of the universe, the definition of life will be revisited after a period of five years.
