Clarification request: Suus Mahna

After some discussion yesterday with Stuiter, I have a clarification request with respect to the Suus Mahna combat style.
(I would like to point out that in this post, I base my questions on the approved version, and not on the changed by Stuiter after the approval (see the diff as her changes are significant)).
I had some discussion with her, as she was calculating combat statistics, and I was surprised that she added her lightsaber statistics to her unarmed combat style. The style's tagline (description field) is "Suus mahna, unarmed defensive style using telepathy/telekinesis", and the weapon restrictions seems to support this with "no weapons or optional can be used with a single one-handed weapon that can be used defensively (i.e. lightsaber) or shield".
I interpreted this as: the style is unarmed (i.e. unarmed), but a lightsaber can optionally be used in a defensive capacity. So I assumed that a lightsaber's defensive ratings could be added, while the offensive ratings are to be ignored with the style being a unarmed martial art and all.
She interprets this as: the style can be used both unarmed, and armed with a lightsaber. So she added the offensive ratings as well.
My question, of course, is: which interpretation is the correct one? Allowing the style both with and without lightsaber seems as if you get two styles for the price of one -- especially since the style has only a single dot less than Shii-Cho.
As a side-note: I think it is not cool to just go ahead and change the meaning of a rule, even if it is your own custom rule. Rules have to be approved for a reason.
[Pseudo side-note: Furthermore, it occurred to me that allowing both saber and saberless use would make the style significantly stronger than the other 'strange weapon' style (i.e. Arkari-Renja) which has only seven dots spread around it's rings. I don't really see an issue with this, except that there is currently no guideline in the 'power' of a combat style, or tier of combat styles. I known that some styles will be strictly better, but might require prerequisite styles and such -- I'm just curious.]

You can use a lightsaber with the Suus Mahna style, offensive or defensive. T'sal's adding of the lightsaber offensive bonusses to her attack is thus correct.
Shii-Cho in contrast can be used with any lightsaber, including saberstaffs, dual wield, doublehanded or single handed. You can thus drop a second lightsaber to from dual wield to single wield, or deactivate a blade from a saberstaff for a similar effect. So actually Suus Mahna is more restrictive in what it allows saberwise.
Statwise, Suus Mahna is worse than Shii-Cho also in the total number of dots (8 instead of 9) while Arkari-Renja, though having fewer dots, has a much better focus with 5 dots in one ring, which makes it more than fair in comparison - a high bonus on one ring is actually more powerful than many low bonuses, even if the total spread is equal.
