We would like to know if it is possible to use your 1000 union grant to build in a system from an ally. Since we need to do this for a good focused cooperation.
Since all the other rules say you can not save anything for later and you are not allowed to lend your fleet to someone. But you can boost them by spending tax on their expansion.

If this also is not possible it is practically impossible to have serious cooperation from the start.

The tax money from the Union Grant cannot be used outside your own system. It is earmarked for use in developing your own zones. The Union is giving you money to develop your system, not to develop someone else's system.

However, all taxes you produce for yourself are free to spend as you like. If you want to give them away to another player, you are free to do so. Please note it on your turn report.
