What is the definition of a turn?

While working on an update to some of the site's time & date handling, I discovered that we have not determined when a turn begins and ends. Though normally, this is not an issue, I think it would be prudent to exactly determine this (as programs tend to be very exact), and put this on the wiki with the other meta-rules.
I remember some discussion on when the turn reports should be posted (consensus seemed to be before 0600 on mondays). But I can't for the life of me remember whether this was local time (i.e. GMT +1 or +2 depending on daylight saving times), GMT, or even UTC...
Because of the current player base, I propose to use local time (including applicable DST) to determine which turn it is. Furthermore, I propose that turns are defined as ending when sunday becomes monday. (So turn reports are allowed to be a bit late.)
If we have determined what a turn is, we can update the meta-rules.
Note: We should also include the fact that we use 'realtime', as the assumption for everything, unless specifically noted otherwise, and the fact that parallel jedi missions occur in pseudo-parallelity. That is: a single jedi can participate in both missions, but can not transfer information from one mission to the other (this includes training!).

I would agree to use the Sunday to Monday midnight barrier for Central European (Summer) Time, that's the one I've been using so far (though admittedly only to the hard "election voting time" deadline). A Turn is a period of one week which lasts from one Sunday to Monday to the next Sunday to Monday. Is more definition than this necessary?
