Population migration and Natural Flight

This is a duo-question:

1) How does one migrate population; does this cost time, does this cost tax or other resources?

2) How does the Natural Flight racial work with regards to migrating population? (I can think of a 'build-crew' of 2.0 billion, migrating from planet to planet to give a nice discount on zone construction and leaving for the next planet when the zone is constructed.)

I have a question that is related to the one above.
1 The cost for upgrading a zone with +50 is half the cost of constructing a zone right? (so 1000 or 500 with life normally)
2 Does natural flight give a bonus on upgrading a zone as well?

Population migration is not currently possible. When it does become possible it will likely require significant tax cost.

Natural Flight racial works as you would expect - the bonus applies to the planet where they are - after migration, it applies to the next planet.

However, keep in mind that moving even a hundred million people is a rather large operation. You don't just have housing for a hundred million people standing around on the other side catching dust, for one.

As a general rule, it is more expensive to move the people than to construct the zone regularly.

I noticed there is currently no price defined for upgrading a zone, however I do believe half the cost of constructing a zone was the idea. I will double check and put it in the rules.

Natural Flight is only for building new zones - it does not cover upgrading of zones.
