The rules are currently unclear on the effects of the completion of natural life and zone completions together in 1 round. Since terraformation is defined as a separate process Construction rules => (You are allowed to construct zones and terraform at the same time.)

1) Can you complete natural life terraformation in a round and build a zone for 1000 (:tax) after this (in the same round)

2) How does it work with zones that are started before the natural life terraformation, can you complete them for the 1000 (:tax) cost?

Some clarifications should be made for this on the construction page.

In my opinion both should be possible. Since you can only have 1 "active" zone construction on a planet you can not really make any profit with this. Since Natural Life is already a very time costly process this does not really give you an advantage, it makes sure you can keep the flow going.

1) Since you do not finish natural life until the end of the turn, you cannot benefit from it in the turn it is finished, but only in the turn after.

2) When you complete Natural Life, the price of the zones drops, but so does the completion level. That means if you spent 1200 (:tax) / 2000 (:tax) and you complete natural life, you are then at 600 (:tax) / 1000 (:tax) and you can spend the additional 400 (:tax) to finish the zone.
