Do Union Fleets have a different upkeep when they are combat-ready? If so where was this established?
I think we discussed this a while ago but there might not have been a forum thread about this. I agree that we might have to put this somewhere on the wiki.
Normally the Union has 12 fleets that cost 250
upkeep /
. These fleets are all defensive. This can be found on the Ministry of Defence page. This is always 250
due to super faction supply lines that have a constant upkeep.
Combat-Ready doubles the cost and this is why we decided that this would be 250
extra for each fleet. This additional tax is not caculated in the operational budget.
That is why my minister said in the Front line Union fleets activation <vote> that he would pay for it from his contingency budget.
Can Mercury or Brend confirm this?

I distinctly remember discussing this, but I'm afraid that was discussed out-of-band.
However, the reasoning posed by Chriz is basically what was discussed: the normal upkeep is 250
per
per fleet, in Defensive status. So it stand to reason that a combat-ready fleet costs 500
per
per fleet. If this weren't true, there would be no reason to keep the fleets defensive, as Combat-Ready always offers more options -- even if you're only defending. However, since this is not mentioned anywhere on the forum or the wiki, I hereby propose it in-band:

That sounds logical to me. And a note at he fleet upkeep page that super faction fleets might be calculated differently than normal faction fleets.
We put this on Union Budget page for now.
In the future, we might want to look into having a 'Superpower Guidelines' page in the rules namespace so we can not down weirdness like the Bozzy Spine (or just have a Bozzy Spine rules page, as the thing works by its own rules anyway :P)
PS. We also noted that the Bozzy Spine upkeep reduction project has not been factored into the Ministry of Commerce budget yet...
