A question on population growth cost.
Do you have to pay the population growth cost if the population goes from 0 to 0.1
?

No, since it is not a full billion. You only pay when you have another full billion. (that gives you bonuses)

Could you quote the ambiguous part? I read through the whole page, but I can't find the ambiguous part. (That might be my computer scientist brain at work; we computer scientist tend to read and write rules in a certain style.)
As I read it, you're not crossing a 1
barrier. I.e., going from 0.0 to 0.1 is no different from than going from 1.0 to 1.1.
If I know what's unclear, I can try and clear up the rules.

The ambiguous part was the lack of nice round numbers.
I wasn't sure if an increase from 0.9 to 1.0 counted as crossing the population growth cost barrier or if it would have been 1.0 to 1.1 that would take the growth cost.
You can probably solve it by stating that you must pay the cost when the number in front of decimal increases.

I think that is already stated rather clearly in the rules text:
The only thing is that it might a little unclear if from 0.9 to 1.0 or 1.0 to 1.0 is the crossing. But as far I know (and interpreted) 0.9 to 1.0 is crossing the barrier of 1.
