Mind Trick 2: Who is responsible for this effect?

The Mind Trick force power has the following power at level 2:
My question is: Who is responsible for this effect? Is it he ST or the player?
I ask because the players can't really know when they should declare this trick, and declaring it every post is not very funny, or conductive to stylish RP. And I don't think this is going to work if the STs must keep track of it because STing is hard work and (no offense intended) they are prone to missing details here and there (myself included o_O).
Anybody has an idea how this might work?

Mercury - Storyteller
I presume this is storyteller responsibility. Since it will be an unlike event where a non-player force user mind tricked an NPC, it shouldn't be too hard for the storyteller to take the extra action, I would imagine. I am open to alternatives though!
Especially because it will be such a rare event, I am afraid that it will be missed. But than again, we don't live in a perfect world ^_^
