I created npc_economy data blocks for all NPCs. (See the Confederacy of Excaria (bookkeeping) for an example.) This will allow us to do smarter things in the future.

There is a single thing that I noticed: Mercury has told me that Suma pays more taxes to the Union than they are required by law. However, this contradicts the information that was on the wiki, where they paid exactly the required amount. Maybe this should be fixed? (I leave it to Stuiter and Mercury to do this -- if it's not fixed, I will assume that they pay the minimum amount, just like everyone else.)

Indeed. The amount should be double, though at this time its Stuiters faction so its up to her.
