I have made a slight change to the way banners are being handled.
Now, no matter how many banners a single faction submits, every faction has an equal chance of showing one of their banners. (So, if Faction A has 2 and Faction B has 10 banners, there is a 50% chance that one of Faction A's banners will be shown).
If, for some reason, you don't see any banners, please tell me.
