You can add the same goods to a trade twice. For example:

The tax tool acts strangely by picking a random value from the set.

Or we could just ask people not to use sets of the same good in the same trade datablock. Would save you the extra work..

Btw when I checked this afternoon, the 20 amount came up every time, so are you sure it's random?

You're right, it is not random. It is arbitrary: the database probably returns the values in the order it has them stored, on which it gives no guarantees. Apparently it is currently putting 20 first.
