Tax Tool update: Tax Bracket 1 to 12.5%

Due to the Bozzy Spine recalibration, I have updated the tax tool to represent the correct level of taxation. (This might require you to refresh your cache)
I'll also update the law text itself, but as I do not currently play a minister, I'll leave the announcing of this happy news to someone more qualified.
(As a side note: I noticed that some of the NPC's do not pay the correct amount of taxes -- this is most likely due to tax rate changes.)
