Hey,
It has been a long standing plan of both Chris and myself to eventually use our Settlement with the Nashira Mira System to create a Praetorian-Sundarian Subspecies. However that is difficult because of the way that 'ownership' population works and the fact that currently the Xeno Obstetrics technology is restricted to different population groups on one planet.
I've taken sometime to consider different solutions to this problem I believe I have found one that could do that trick and yet requires a certain ammount of investment.
In short: I propose a new technology that offers a new upgrade to a Genealogical Archives zone to enable the Xeno Obsterics technology to work over the entire System for a specific set of species.
Technology X
This technology is meant to enable a new upgrade to the Genealogical Arcive and requires both Fundamental Genetics Research as well as Xeno-obstetrics as prerequisites.

As to the cost of the upgrade itself, I believe 250

to be reasonable. Just having it provide access to Project X should be sufficient benefit.

Setting aside the "population ownership" aspect, I see one main issue: Where does the hybrid population segment end up?
We have specific rules and technologies for transfering population between two worlds, and a system-wide application of Xeno Obstetrics would imply that the resulting hybrid population transfers to one of the worlds of their "ancestor" population. (Also, there is the migration cooldown to consider when the hybrid population is "migrated" to another world by virtue of coming into existence.)
As said in New Race - Astan, the current way Xeno Obstetrics works is "a left-over from ancient times when we viewed technologies in a different way". Given that there are now at least three players interested in creating hybrid species, I think it is time we review the Xeno Obstetrics technology — by removing the hybrid species effect and putting that in a more clearly defined special project.
That way, we fix the old-style tech, make Fedor happy, and by extension create a cleaner project to modify for Chriz and Gerben's plans.
I have pencilled in proposing a fix for Xeno Obstetrics next week Tuesday; I will post a proposed rework then, based on what is discussed in New Race - Astan.

I would say, with regards to the issue mentioned about with regards to where population ends up, could a factor within the project, and decided up front... that is a later debate.
