Brend's Arbitrary Inspiration Thread

This thread will feature random inspiration for FWURG related things. Mostly rules-like things (which is why it is in the Game Design & Rule Discussion forum).
Feel free to take any idea and run with it. Feel free to add ideas to the list as well; but keep in mind that the idea must be more than a single sentence. It should probably have an action or condition, a change in the game state, and the desired effect. If possible, include the todos or requirements for the idea.
Note: Not all of these idea's and inspirations are mine alone. Many are inspired by discussions and brainstorming with others (both related and unrelated to FWURG).

Small Ministry Projects
Give each ministry 5 small ongoing projects of 20
/
each. These need not give actual benefits. The goal is to provide some wiggle room when players in cabinet want to effect smaller things (such as border controls on specific prohibited goods and such), without making it a post that is big enough to warrant total cancellation to lower taxes.Todo: For each ministry, think up 3-5 currently running small projects. For each ministry, determine which of the budget posts is made smaller to facilitate these projects.
Independent World "Allegiance"
Keep track of what superpower did what for which indepdent world (on the indep. world wiki page) so we don't forget how things work out. The goal is to create some story room for indirect interaction with other superpowers, and to create easier hooks for independent Jedi action.Track allegiance also hooks into the previous write-a-thon's idea of having worls outside of Union territory that are allied with/vassals of/besties with a union member. Their allegiances could be used as an indication of "recruitability".
This does require more effort from STs in getting other superfactions up to actually doing something: though 2 notices of things happening per month should do it (1 every 2 weeks ought to be doable).
Ministerial points
The addition of MP (Ministerial Points), which act as 'actionpoints' of a ministry. Special ministerial actions and unique projects are driven by these points. These MP work for ministries as
works for members: you get 2 MP every
. If you do not use them, they are lost. (The ministry of Finance gets 2+X MP every
, to divide to other ministries). The idea is that we can introduce "big budget" points if they can not be converted back to
, allowing players in ministries a more direct way to start projects of their choosing. The idea is that a Ministry can run as many of these projects as they want, and that you can start putting MP into a plan even before the OOC details are hashed out.MPs put into a plan can be left there for indeterminate amounts of time. The project will simply be halted (as many government projects are when funding runs out :P). At a later point, another minister can pick up the project again by putting more MP into it -- leading to more concrete elections goals as well: "I promise to finish the Gizmo Project!"
For example, the Ministry of Foreign Affairs can start putting 2 MP each
into a "Improve Spy Network in Hutt Families" project, or the Ministry of Commerce can start a "Trade Lane Precalculations" project and put MPs into it over time. Both projects still need to be discussed OOCly, and detailed what their effects will be, but this can be done in parallel with the IC developments -- that way there is more direct action, and players are OOCly invited to discuss and propose changes because they are already committed on the project.Note: The numbers are not balanced for this idea.
Musing: We could add a conversion from 1000
union budget to 1 MP; conversion the other way around is not possible. This allows ministers to funnel their contingency budget into their projects as well.
