Proposal IC: Bozzy Spine Treaty

As discussed during the write-a-thon, I propose that we retroactively enact the following Bozzy Spine treaty. I based the numbers on Chriz' work, and lowered them to 1000
for rounding. (Also to take into account the lowered bozzy spine upkeep that the Praetorian Chancellor has put through, but that no one wants to update the wiki for :P)
Note that in this IC document, a settlement does not referer to the rules-wise 'Settlement', but instead to any form of populated habitational location such as a System, Space Habitat, Outpost or Settlement.
If we agree to this, this should constitute a rules change allowing Chriz to move or cancel the surveying on the Bozzy Spine.

The Bozzy Spine Treaty defines the rights and duties of Union Members with regards to the Bozzy Spine.- The Union, acknowledging the importance of free travel, and the expedience of the Bozzy Spine for the benefit of all its members, grants traffic from any Union Member unfettered access to the Bozzy Spine
- In view of the import of the Bozzy Spine to all Union member, the Union will maintain the Bozzy Spine for use by all Union Members through the taxes and contributions paid by those members
- The sovereign territory of a Union Member does not extend to the Bozzy Spine or any traffic thereon, even if this member is the only Union world in that sector
- Recognizing the import of trade to the Union, the Union grants any member the right to construction of Holonet infrastructure or any other dedicated infrastructural artefacts in sectors of the Bozzy Spine
- Acknowledging the fact that a significant advantage is gained by trading directly from the Bozzy Spine, any Union Member with a settlement capable of participating in the galactic economy in a sector with the Bozzy Spine will contribute to the maintenance of the Bozzy Spine with a sum of 1000

I believe we said that a system and a outpost were different things. Now they are all the same for this threaty...
Since a outpost has only 1/10 of the zones of a system the upkeep of an outpost or space habitat on the bozzy spine of 100
/
is reasonable.
Especially since the cost of the outposts themselves have already been significantly increased giving a outpost such a high upkeep will make the trade hub idea impossible...
Of course if this is the case and the upkeep would really be 1000

as well. Since you are using costly real-estate with these as well. I hope you agree that this is unreasonable as well.

We never did. We just reasoned that since they aren't the same that the Praetorians can easily make a case for a change in the treaty based on current events. This, however, you will have to do IC.
We agreed during the write-a-thon that there should be an IC treaty for this, and that the situation of the Praetorians can then be resolved IC. We also agreed that since this is an impactful change, you're allowed to retroactively change your outpost plans.
This treaty is not about using costly real estate, and you're just trying to find a reason not to not have to roleplay the problem you suddenly find in your path. I do not think that the treaty as written above should be changed because you find it inconvenient.
I agree with Brend, we should employ efforts the change and adapt the treaty IC instead of hashing out all the details OOC. This adds more feeling with the treaty (as it is put into effect retroactively) and should make for some interesting discussions in the Senate.
The treaty looks decent to me. I think Chriz can retro-actively change his scanning plans if he likes to and any issues about the treaty can be resolved IC.
