Dear Senator Gregory Konev,
We of the Consensus thank you for noting the egoistic behaviour of the Praetorian Empire. Sadly the Praetorian hasn't changed their way and has left us with a considerable left over production capacity. We were thinking about proposing a law in some way to give us, the Unified Republic of Darya and the Teprogrenaian Consensus our position back, and preventing other greater nations from undertaking such actions. We of the Consensus would like to know what you think of such a law.
At this moment we can think of two kinds of laws that will settle this issue. The first kind of law is forbidding every faction from building tier 3 zones without the permission/conformation of the other known factions who own the same kind of tier 3 zones.
The downside of this law is that the this has to be entered with retroactively, otherwise the Praetorian Empire has power over two tier 3 markets.
The second kind of law we could made up was one restricting the production of

in such a way that the Praetorian Empire does not fit in this. Possible ways are that the faction must not be ruled by one unelected leader to prevent power hungry people from building harmful fleets in the Union. Or we can try that only factions deemed 'trustworthy' within the Union to build

, and then find allies who see us as trustworthy, but the Praetorian Empire not.
Please let us think of what your people think of putting the Praetorian Empire back at their old position, and what your ideas are.
With kind regards,
Senator Danar Tassar
