Dear Dareal Noxim,

It has come to the attention of the Teprogrenaian Consensus that the Praetorian Empire is working to increase its production of materials needed for (:capital-ships) , if our projection is correct, your faction will likely build a (:capital-ships) zone shortly. Here I have good new for you, as the Teprogrenaian Consensus currently has build capacity over on our shipyards, but we lack the materials to use this capacity.

If it is true that you, the Praetorian Emprie, are interested in capital ships, we, of the Consensus, see a great opportunity here to work together. We can combine our shortages and strong points and increase co-operation within the Union. However, there is the minor point that we are required to have a small interview to determine the nature of the purchasers, but I can assure, the interview is just a small point.

Your observations on the Praetorian Economy are correct. To be more precise we will complete our capital ships zone in (:turn) 84 and start building on our first fleet in (:turn) 85 .
We have studied the situation of the Teprogrenaian Consensus as well. Recently we have seen shipments of (:capital-ships) going to the Veolian Commonwealth. I understand that you are willing to expand your business and we are willing to assist in this effort on a later moment.

The problem is that for creating 100 extra (:capital-ships) now 400 (:metals) and 400 (:weapons) need to be shipped in your proposal. This requires a significant trade fleet that has a size of at least 1400 (:tradecap) available. The construction or increase of the required trade fleet would cost more than temporary refocusing our own infrastructure.

Since transportation is an expensive long time business we focus our current trade fleets on long term trades and end product trades that are mutually beneficial for the participating economies.

Since there is still not enough (:information) to create more large (:tax) sets and the need for (:mtcf) is not so high at the moment we decided to transform part of our production line to create our own military fleets. We start now since our economy is sufficient enough to do this and unrest is pending among the other super factions.

Dear Danar Torig,

A direct advisor of our Emperor has asked me to reconsider talking to you about supplying materials for building (:capital-ships) .

As I said before we will be building most of our own (:capital-ships) on our own shipyards but we expect to have a surplus of (:gas) and (:crystals) . As you said before your faction is interested in these materials, what would your faction be willing to trade for them?

Dear Dareal Noxim,

We need 500 (:tax) to refurbish a (:gas) zone to a (:weapons) zone, than we can use 100 (:gas) and 220 (:crystals) . Of course we can also use larger amounts of taxes to build more zones, but the refurbishing is the cheapest and fastest solution to change the overcapacity into taxes. We are grateful if your are willing to help us.

Dear Danar Torig,

We can make this (:tax) available within 2 weeks. Together with the 571 from the Parallel Logistics Management Research that we are loaning your faction the loan will be 1071 in (:turn) 90. We would like your faction to repay this sum before (:turn) 100. Would this be a problem?

Then there of course is the matter of compensation for the raw materials. We valuate these raw materials at 0.25 (:tax) each but are open for alternatives such as (:information) information for example.

We would appreciate it if you would explain to your senator that we are willing to cooperate with your faction.

I don't see why I should explain Tassar that the Praetorian Empire is willing to cooperate, but I will pass the word.

Now concerning the possible deal: first your faction crashes into our, the Consensus and the Daryas, invested area like a mental ill Rancor without any regards for its surroundings, then you disregard our offer of cooperation and finally you offer us some left overs from your action and expect us to pay? Your faction sure has a different view on cooperation than we do. You can get 165 (:information) per turn and that's it. If you want more, your faction should first has a talk with our senator about this 'cooperation'

Dear Danar Torig,

The Praetorian Empire acts only in the best interest of the Union in the matter of producing capital ships for their own military fleets according to the Alliance Declaration of Union Article 3.

I am afraid we have to agree to disagree on the implementation of this so called cooperation. Cooperation does require input from both participating parties, to reach an understanding. This will not work if the input of one party it is based on demands and insults. I am afraid we can not help you on this matter.
