Dear senator Tassar, senator Konev,

I would like to invite you to the Veolian embassy to discuss a proposal: the establishment of an organisation with the goal of research and development of military technologies.

As it becomes clear that our differing levels of technology leave a lot of opportunities open, the Veolian Commonwealth is looking for ways to push the envelope on what we can currently do within our technological boundaries.

For example, think on the impact of combining veolian expertise on interfacing mental processes with hyperdrives with the sensor acuity of the Sundarians, the Teprogrenaian technologies that allow their Fecta to interface with whole fighter squadrons and the construction capabilities of the Daryans. We hope that we can exploit these, and other, technological opportunities to improve the security of our worlds and the Union.

((OOC: Such an organisation wouldn't even need an actual budget, as it can be small enough to operate on budgets below the line of 1 . It would provide a nice IC way to have a source of new technologies, and we could get other factions to join in over time ^_^))

The Teprogrenaian Consensus will be most interested in co-operation. Although the financial capabilities of the Consensus are getting limited, we are a patient people and have no problems with creating long term plans.
