Due to growing public interest and our recent endeavour to start an information corporation, the Triad Boards have seen reason to start in the terraforming of Serina a planet in our system.

However because of the high cost of this research and the apparent interest of both your factions in this area, I have been asked to propose a joint research effort.

My proposal is as followed:

To start researching Photosynthetic Rebalancing in (:turn) 83, dividing the costs equally thus resolving in the same benefits for all participants.

Dear lady-senator Latharion,

The Veolian Commonwealth would be glad to help you with the terraformation of Serina. However, we propose that, instead of collaborating on the research into Photosynthetic Rebalancing, we come to an agreement based upon a licensing model.

In the past the Commonwealth has researched such terraformation technologies by itself and offered use of these technologies as per the UE-NT-ED Technology License. Such a license can be obtained at only a fifth of the full research cost, which would mean an investment of only 1500 (:tax) from the STF.

Would this proposal be agreeable to you?

Before I can agree on anything I would need to know at which point in time this licence would be available.

I would also need to know if payment is needed upfront or after the licence transfer and how many payments would have your preference.

I did not intent my previous message as a formal agreement. I wished to give you an alternative besides costly research. However, as you seem to be interested, allow me to answer your questions.

We would, of course, not require payment up front; though we would appreciate a statement of intent. As I already said, the exact details of payment of the licence are usually handled with the associated terraformation project.

In our current projections, we could start the research in (:turns) 81, wich mean it would be finished in (:turn) 90. We could start the terraformation project as early as (:turn) 91. But due to previous treaties our supply of terraformation modules is limited, and we would only reach full terraformation potential around (:turn) 95.

While your proposal to collaborate is most intriguing, I'm afraid it doesn't fit well with the Sundarian lines of economic interest. Without our own production of Terraformation modules this research holds little value for us, as we can acquire the same result (being a terraformed planet with Atmosphere 1) by licencing this technology from the Veolian Commonwealth once we should have the need for it.

I would kindly refer you to the Veolian Commonwealth for more details on such a licencing agreement and the costs entangled with terraformation.

I must admit that I am a bit confused by your choice of words.

You inform me that you wish the negotiate the terraforming of Serina, but then you continue by inquiring about (:terraform) production. I understand that these things are related, but you needn't worry about such details.

Do you wish for us to offer a quote for the Photosynthetic Rebalancing of Serina, or do you wish to do the terraformation project yourself? Isn't it better to let our experts handle such details as the requisite number of terraformation modules, and just look at the bottom line?

I apologise for the confusion. I believe I was somewhat hasty with my previous message.

The Triad Boards wish to have Serina terraformed as soon as possible and in my attempt to provide them with a completion date it seem I created some confusion.

If you could supply us with the costs and earliest possible completion time for the complete Photosynthetic Rebalancing of Serina your experts can accomplish. We can propose a payment plan for your services.

Attached you will find a quote for the photosynthetic rebalancing of Serina. The included costs are the current valuation of the Veolian Commonwealth.

The attached project timetable [1] is only a draft. We would understand if the Stellarian Triad Federation would opt for a more flexible payment schedule. As the current schedule has a hard deadline of (:turn) 94 for the initiation research, we propose to use a more flexible scheme.

Instead of agreeing upon the exact details of the time table, the Veolian Commonwealth agrees to have finished the complete terraformation project by (:turn) 100. As payment, the Stellarian Triad Federation pays a total of 6.000 (:tax), spread over 12 (:turns), with an amount of 500 (:tax) per (:turn). This way, the STFs costs per turn are kept manageable, and burst payments, such as the initiation research are handled by the Veolian Commonwealth.
