As you might know in a few weeks a High Priestes of the Divine Nova Triage will be visiting Unity.

I am sending you this message to request for her eight guards to be allowed to carry their weapons when they are on duty for the duration of her visite. These guards are a part of the Triage and carry high grade ceremonial armor. Their weapons consist of a short sword and a Lithani, a stafflike weapon with a blade on one end and a sharpened, extendable chain hidden on the inside of the other end. While these weapons seem primitive compared to modern weapons I assure you they will suffice.

I also assure you that they would never ever attack without being provoked and if at all posible they will not use lethal force. Should you choose to permit them to use their weapons you will not need to provide any security, if not then they might need some help on your part.

Naturally your factions dignitaries may bring their own security. We have issued official weapon permits for the weapons you describe. Note however that they may be restricted from certain area's in the Senate building while carrying weapons - however we can assure you that your High Priestess will be quite safe there even without an armed guard.
