Dear Lady Nehket Aeka,

The Sundarian Government has recently approved new long term financial plans which offer a guideline for the Sundarian expenses in the coming period. In these plans the terraformation of Cailean, our outermost planet, has been discussed and it has been deemed an economically viable long term investment.

Since the Government was most pleased with our earlier dealings on terraformation, it has been decided to once again ask for Veolian involvement in this project, which would include a two-phased improvement of Cailean: the application of both Surface heating and Biogenesis.

I would like to be informed on the possibilities and costs for this project, so that sufficient funding can be reserved.

The Veolian Commonwealth would be honoured to once again help out with the improvement of your system.

From your description I gather that it is the wish of the Sundarian government to create a habitable Cailean. If this is indeed the case, it might be best to combine the proposed two-phase improvement into a single project. This would slightly increase the speed of the project's completion, but more importantly, provides a more manageable costs profile.

As you are already aware, we offer a licensing agreement with respect to the necessary technologies. In your case the Biogenesis technology would need to be licensed, at a cost of 1500 (:tax). The combined terraformation module cost is 5225 (:terraformation-modules), which would end up being 26125 (:tax), plus of course the cost of the combined initiation research at 1750 (:tax).

Because of the large sums of tax involved, and the fluidity of our production process, we propose to set a rate of payment decoupled from the actual delivery of terraformation modules. That would offer you continuity in payments, while offering us the flexibility of changing the rate of terraformation depending in demand.

Your interpretation of my Governments wishes is indeed correct, and we welcome your suggestion to combine both projects in order to safe time and a more manageable payment schedule.

Looking at the possible strain this project places on the Sundarian Economy, we would be able to sustain a continual payment of 750 (:tax) per (:turn) , which would net a progress of 150 (:terraform) , resulting in an estimated completion of this project in 34-36 (:turn) depending on the available of terraformation modules.

In order to not limited the Veolian economy by setting a fixed amount of (:terraform) to be delivered per turn, we are willing accept your suggestion to decouple payment for the actual delivery of terraformation modules. We would furthermore be willing to conduct part of the payment in other services such as a delivery of (:holonet-relays) to upgrade the Veolian infrastructure or the search for a suitable location for a Veolian Outpost, using our scanning fleet, so that the large influx of tax can be put to better use.

We would like to see a quotation based on the suggest payment of 750 (:tax) / (:turn) and have your opinion on alternative means of payment.

As per your request, I have attached a normative quote on the project. Unfortunately, the normative project planning goes over the 750 (:tax) per (:turn) rate.

Because of this, I have set out to design a payment plan that allows both our factions to reach the desired economic goals. I propose we completely decouple the project and the payment. We suggest a payment of 30.000 (:tax) over 40 (:turns), which would perfectly match your goal of spending no more than 750 (:tax) per turn. However, as this would mean that the Veolian Commonwealth loans the initial research funding to the Sundarian Federation, we propose a 625 (:tax) service fee (which is just 2% of the total project cost).

The Veolian Commonwealth, in turn, will handle the complete project, from initiation research to finish within 40 (:turns) from the start of the project. To sum up: we propose to put the price of the complete project at 30.000 (:tax), to be paid in 40 (:turns) with 750 (:tax) each turn.

We find your proposal of 30.000 (:tax) for this project to be reasonable and will reserve the necessary funding so that payment can start on (:turn) 70 ,as planned, at 750 (:tax) per (:turn) for a period of 40 (:turn) .

We would to like remind you that, since this project is now purely financed with tax payments, we are willing to discuss other types of payments as well, so that the influx of tax towards the Commonwealth can be better managed. The specifics, depending your wishes, can however be discussed at a later point in time .
