Dear Chancellor Bol'var,

First of all, I would like to congratulate you on winning the elections and becoming Chancellor of the Union. We should drink on your victory when we can both find some time. Both the Unified Empire of Azaryan Colonies and I wish you the wisest of choices for the next 20(:turn) and will support you fully in your decisions.

Secondly, I would like to deeply apologize for not casting a vote. The UEAC have met with some.. difficulties which had absolute top priority, resulting in me being absent during the voting period. If you require more details, I am willing to give them to you, but only in person since the situation is rather delicate. I once again assure you that we will fully support your cause and will offer our entire fleet if deemed necessary.

I hope that the reputation of the UEAC has not suffered too much damage because of all this and I assume that our future collaboration efforts will be more fruitful.

As I am sure you understand, we must leave the decision about the Minister of Defence to other parties, but we see no reason why we cannot cooperate again on other matters - in fact, your offer to make your fleet available will be most helpful in the near future and we would gladly make use of it.
