Dear Mister Aosen,

While we are happy to hear you are interested in purchasing Capital Ships, I am afraid the Astrian Colonial Authority maintains a policy of only dealing with direct government officials when selling such potent weaponry.

Should the Hiocan Society wish to purchase Capital Ships, then Senator Harek should contact Lord-Senator Doshima. That way the ACA has the assurance we are dealing with the Hiocan Society government and there will be no ambiguity towards outside parties that we are dealing with the Hiocan government.

Please understand this is simply a precaution for liability and to maintain order within the Union.

That being said, Lord-Senator Doshima will undoubtedly wish to know why the Hiocan Society sees need to upgrade their fleet before agreeing to anything.
