Dear senators,

I have recently received a request from the Astrian Colonial Authority for a quotation on the Solar Wind Generator Array technology. My aide informs me that this technology falls under some kind of unclear consortium license that both limits the price of the technology, and the free sale of the technology. The consortium appears to be called the "Sustainable Energy Consortium".

I have discovered that this agreement was negotiated three years ago as a pilot project for this consortium. It appears that nothing has come from this pilot, since three years later none of the grand plans discussed during the pilot meeting have made any progress.

Since nothing has come from this failed pilot project, I suggest immediate dissolution of this treaty, and the restrictions on the Solar Wind Generator Array technology. To show that we do not suggest dissolution for the sake of profits, the proceedings from the sale of the technology the the Astrian Colonial Authority will be shared: 125 (:tax) each for the the Veolian Commonwealth, the Sundarian Federation, the Astai Republic, the Hiocan Society and the Praetorian Empire.

I look forward to your reply approving the dissolution of this treaty.

We accept your proposal and have no problem with other factions buying in on the technology. We propose to handle to sale of the technology to other factions in the same way. They can buy in on the technology and every current owner get's their share.

Dear senator Ardios Eldrilith, senators,

Normally, I would support senator Ardios Eldrilith's proposal for a buy-in method for further distribution of this technology. However, since the technology is already well-known to many Union members, I feel that this would only create unnecessary red tape. Giving everyone the option of simply selling this rather unimpactful technology seems like a better situation than the red tape that might come from a license.

Unless the Praetorians feel strongly about the issue, I suggest that we simply do away with any treaty on the matter and let the market run its course.

Dear senators,

Only the Senator Eldrilith has voiced an alternative proposal to handle the dissolution, by drafting a new treaty on the sale of the Solar Wind Generator Array technology. I would like to know if the Praetorian Empire wished to present an alternative, or actively opposes the original proposal that is supported by all other worlds that have replied.

I would like to wrap this matter up within the next week.

Unfortunately, the Praetorian Empire has not yet replied to elaborate on their intent. As such, we are not yet in full agreement and the treaty cannot be dissolved.

I urge the Praetorian Empire to reply to this matter, so we can finalize the dissolution of the treaty.
