We request quotations from able suppliers. Quotations for partial fullfilment of the request are accepted and encouraged. Our preference would be payment in (:tax). Prices, alternative compensation, and duration are all open to negotation.

Dear Senator Lanadi,

The Bluethread Financial Group is willing to supply the Veolian Commonwealth with (:weapons).

We can supply the full 500 (:weapons) per (:turn) from (:turn) 305.

Currently, the price would be 0.32 (:tax) per (:weapons).

I've taken the liberty of drafting a contract.
Weapons deal Bluethread Financial Group-Veolian Commonwealth
This is a contract between the Bluethread Financial Group and the Veolian Commonwealth.

Preample
  • The terms set in this contract are obligatory and legally binding.
  • If, for reasons beyond the control (see Contingency) of the party to whom the obligations of this contract apply, either party is unable to fulfil their duties as set by this contract, this contract will be declared void and both parties will be released from their duties. A new contract can be established once the situation has been resolved.
  • In case of a conflict, all parties will act according to the terms set out in this contract, and seek mediation with the Ministry of Justice.

Terms
  • The Bluethread Financial Group will ship 500 (:weapons) per (:turn) to the Smi-Halek System.
  • The Veolian Commonwealth will transfer 0.32 (:tax) per received (:weapons) to the Bluethread Financial Group.

Duration
  • This contract will remain in effect for 26 (:turn) and will automaticly be renewed at the end of this period unless either party announces their withdrawal at least 10 (:turn) before the renewal.
  • This contract goes into effect in (:turn) 305.

Penalty for breach of contract
  • If the Bluethread Financial Group is unable to supply 500 (:weapons) per (:turn), they will pay a fine to the Veolian Commonwealth of 0.8931 (:tax) per product they failed to deliver.
  • If the Veolian Commonwealth fails to provide payment, they will pay a fine to the Bluethread Financial Group of 0.48254 (:tax) per unpaid product.

Contingency
The following is a list of events considered reasons beyond the control of either party.
  • War between the Union and a foreign superpower.
  • An imminent threat to the Novalia System or the Smi-Halek System.
  • Damage or trade route hindrance caused by natural disaster.
  • Piracy on the route between the Novalia System and the Smi-Halek System.
  • Issues with hyperspace lanes and/or the Bozzy Spine.
  • Collapse or disbanding of the Union.
  • The destruction of the Bluethread Financial Group and/or the Veolian Commonwealth.
  • Any event that the Bluethread Financial Group and the Veolian Commonwealth agree is beyond their control or reason for immediate termination of this contract.

Dear Dana Asillion,

The Veolian Commonwealth does not recognize the sovereignty of the Bluethread Financial Group, and as such cannot enter into a trade treaty with the entity you represent. We are supported in this position by Union law, which only recognizes sovereign Union members as parties to trade treaties.

Furthermore, we will not undermine the political situation and stability of our ally and friend the Astrian Colonial Authority by signing an agreement with a corporation under their jurisdiction without their involvement in the negotiations, nor without their guarantee that this corporate entity will be held accountable for their actions.

On a more personal note, even though you might have a relation with the first empress, your presumption of the use of my given name is beyond acceptable. This goes as well for the assumption of equality between the Bluethread Financial Group and the Veolian Commonwealth, as the authors of this contract seems to assume.

I will refrain from further actions based on this contract, and will not hold these events against you or your company should a proper offer reach me through official channels.

((OOC: After rereading the message, I think a little OOC note for insight is in order:

Not all veolians are of equal mind on the whole "Dana Asillion is a cyborg, and has a relation with the veolian empress" thing. Dewa Lanadi has nothing against the ACA as a whole, she just isn't happy with Dana's close relation with the empress (and now that she actually has a slight she can take offense to, she happily feels offended).

The second problem for Dewa Lanadi is that she honestly thinks that the Bluethread Financial Group is a threat to the ACA. She values her relationship with the ACA and senator Kachiso Doshima higher than this trade deal. The fact that the Bluethread Financial Group seems to have aspirations of acting like a government doesn't sit well with her. (You should take that as a compliment, by the way, for having an awesome sub-faction that acts in a way that fits them well with their massive corporate empire ^_^)

And she has to think of her career: a few of the terms seem to imply that the Bluethread Financial Group and the Veolian Commonwealth are equal in relevance and impact (talk about the destruction of the Veolian Commonwealth never scores any points)— which is not something a veolian senator is allowed to accept by those that appoint her, i.e., the emperor.))

First of all, allow me to apologise for Miss Asillions rudeness. Sometimes the wealth of the Bluethread Group makes them forget their place. I highly doubt Miss Asillion had the intention to offend you, but that is no excuse. Rest assured the ACA will appropriately reprimand the Bluethread Group.

Now to business, the Astrian Colonial Authority can provide the full 500 (:weapons) per (:turn) from turn 305. The price would be 0.33 (:tax) per (:weapons). Now I understand this price is slightly higher then what the Bluethread Group originally offered, so please allow me to explain the difference.

As a government the ACA puts certain demands on trades we negotiate, to ensure fairness to the companies that provide the traded goods and the quality of the delivered goods. Ensuring this costs a certain amount of effort and labour on the ACAs part. We believe it is no more then reasonable to ask something in return for this.

Now the ACA is willing to negotiate if you deem the price is too high. We can discuss ways to make up the difference should it become necessary.

Thank you for your understanding in this matter.

Now, as your say, to business. As I state in our original request, we are interested in buying up to 500 (:weapons), not necessarily the full 500. It has been brought to my attention that the Astrian Colonial Authority currently consumes a large amount of their (:weapons) domestically, and only has a limited amount of production surplus.

It was not my intention to buy (:weapons) that are a necessity on the domestic market, and as such I would like to inquire how buying a smaller amount would affect the price per (:weapon). Say that we would like to buy 250 (:weapons) or 300 (:weapons), would this afffect the price at all?

Dear Lady-Senator Dewa,

It is true we use a fair amount of (:weapons) in our domestic market, though we are in the process to increase our production. A lower amount would indeed lower the price, but perhaps there is a different way we can solve this.

For 300 (:weapons) per (:turn) we can lower the price to 0.27 (:tax) per (:weapons).

That said the Astrian Colonial Authority is willing to sell the full 500 (:weapons) per (:turn) at 0.27 (:tax) per (:weapons). In exchange for the lower price we would ask a favourable interest rate on a sizeable loan the ACA wishes to take on a medium term. I'm not entirely certain when we will want this loan, but it should be before (:turn) 326.

I hope one of these offers is more to your liking.

We will be happy to accept your second offer, and buy the full 500 (:weapons) at 0.27 (:tax) per (:weapons).

We are willing accept your offer of 0.27 (:tax) per (:weapons), and would like to buy the full 500 (:weapons) per (:turn). We would like to start this trade in (:turn) 305. We propose a 15 (:turn) agreement after which the trade continues on indefinitely and can be cancelled by either party with a cancellation notice 5 (:turns) in advance.

As for the loan, we will of course offer a favourable interest rate. But keep in mind that a timely discussion of the volume of and terms the loan make it easier to find a fit for both our worlds. Last-minute loans tend to be more expensive, even with favourable interest.

I understand that the full 500 (:weapons) can only be delivered starting (:turn) 305. However, we hope that you will be able to make at least a partial delivery in (:turn) 304. We are willing to send payment in (:turn) 304 as if the full amount of (:weapons) was delivered (that is 135 (:tax)) for a partial delivery of 250 or more (:weapons).
