To the Free Confederacy,
The union is currently at war with the Slave Rebellion caused by their occupation of the Remunzian System of 12 -3. As such we have activated our fleets and you will be detecting increased fleet movements.
Given the undetected nature of their arrival, the Slave Rebellion forces must have moved through Free Confederacy territory to get to the Remunzian system. We of course understand that enemy forces can be very hard to detect and that they may have slipped past your scanning systems. This was of course not a malicious act.
However, as the Slave Rebellion fleets are operating very close to the Free Confederacy, it may be necessary to chase down some of the Slave Rebellion forces into sovereign Free Confederacy territory. Although such operations will of course remain far away from the important home worlds of Assencia, Wrarrbo and Scir. Slave rebellion forces would never dare invade these worlds.
I hope to have informed you sufficiently, I am of course available for questions.

To the Union,
Departing from the Union has changed many of the global political influences in our nation, as it no doubt has for the Union as well. One of these changes was a severe reduction in spending on patrols and scanning in territories not deemed currently critical to our economic interests. While I do not offer this as an excuse, I do offer it as an explanation as to how a large military fleet was able to travel through territories under our control without the Union being made aware of it. We will take appropriate measures in response to this new information.
Additionally, by executive decision of our highest governing body, we hereby acknowledge - and where necessary by the details of our treaties agree to - the use of Sector 13 -2 and any resources therein for the purpose of your war with the Slave Rebellion. This is done out of friendship in the understanding that our agreement does not constitute concessions of control or sovereignty outside that which has been agreed upon in the past.
We additionally agree to allow Union forces in this war to travel through Free Confederacy territory, including the use of any and all hyperspace lanes plus our parts of the Bozzy Spine. We will also supply any Union fleets crossing through our territories. These concessions are done as before out of friendship in the understanding that this does not constitute concessions of control or sovereignty. We additionally presume that any collateral damage caused by Union fleets or military forces - and any resources they use as supply or due to necessity of the situation - will be compensated by the Union after the war.
We must, however, insist that no Union forces enter the home systems of our member worlds without explicit permission of the member world.
I hope that these terms are agreeable to you. We will keep communications with the Union open during this time of crisis, should there be other matters in which we can assist.
