Dear Senator Ardios Eldrilith, Senator Jennifer Obotanga,

It has been brought to my attention that the Praetorian Empire and the Sundarian Federation have begun extensive technological collaboration with the goal to achieve new understanding of several key Terraformation technologies. As both the Praetorian Empire and the Sundarian Federation have already licensed these terraformation technologies from the Veolian Commonwealth this came as some surprise to me, hence this holomail of dual purpose.

First off, I wish to inquire on the matter of the terraformation itself. Based on your current progress in technology development, there is no doubt that you intend to undertak a terraformation project of grand proportions. Is there anything that the Veolian Commonwealth can do to assist our allies?

Secondly, I wonder if you might be willing to elaborate on the reasons for not contacting the Veolian Commonwealth to see if we are able and willing to assist you with such an impressive project? We are willing to help out — and can help out with both technological know-how, the supply of terraformation modules at a reduced price because of bulk demand, or even direct collaboration to have a permanent presence of terraformation engineers and experts in the system you wish to terraform on such a grand scale.

We completely understand that your faction is surprised. Unfortunately the situation is a little bit more complex than you mentioned. The Praetorian Empire is not collaborating with the Sundarian Federation on this technology research. The research you mentioned is performed by an independent family, namely the Noxim family. This research is performed in the Nashira Mira system outside of the direct influence of the Praetorian Empire. I would like to make it very clear that these actions are not performed by the Praetorian Empire as a whole but by a largely autonomous sub faction.

We understand that the Noxim family has decided to start their own production line of terraformation. With the vast amount of zones that can be terraformed in the Nashira Mira System the investment is worth it. From what I have heard the Noxim family is a firm opponent of factions that monopolize a resource. This goes against the market economy principals. With the very high prices of terraformation modules there was an opening for such an investment. However I agree with you that they could have contacted the Veolian Commonwealth for cooperation options.

We are willing to mediate with the Noxim family to come to a solution that is profitable for all factions involved. The Praetorian Empire has no intention to start an economic conflict with the Veolian Commonwealth.

While we are on the subject of terraformation. The Praetorian Empire is interested in terraforming Tiam Luna. We would like to terraform Tiam Luna to Atmosphere I. We believe a price of 4.5 (:tax) / (:terraform) is reasonable. Could you provide us with a quote for this project?

Dear Chancellor,

Let me start by making abundantly clear that it is not the intent of the Sundarian Government to enter into an economic conflict with the Commonwealth. The impact on both our economies would be disastrous. I completely understand that you are surprised, quite frankly we are as well. I have looked into the matter, given that we do not wish to harm our relationship with the Commonwealth.

Unfortunately the situation is a little bit more complex than you mentioned. The research you mentioned is privately funded by the Oronui family, and is conducted at their settlement in the Nashira Mira System. For more information I kindly request that you seek contact with them. From what I've been told, the main reason seems to be a favourable direct cost/benefit analysis, which seems to have disregarded some of the more politically relevant factors, such as proper diplomacy.

I am willing to mediate to come to a solution that is agreeable to all parties involved, should that be necessary.

I completely understand that subfactions sometimes take actions that are surprising, and wholly not in alignment with the plans of the sovereign government. In the Veolian Commonwealth this situation also occurs from time to time.

I am glad that you are both willing to mediate with your respective subfactions to find a positive outcome in all of this. We are willing to negotiate with you on the matter. As a token of goodwill, would you be willing to suspend your subfactions' research until the negotiations have been completed?

Given the tensions and undesired effects as result of the research into terraformation technology we have decided to call a meeting in order to resolve our differences and find an agreeable solution for all parties involved, thus preventing the escalation of this diplomatic mishap into a full-scale economic conflict. As a gesture of goodwill, the Oronui family have agreed to suspend further research investments pending negotiations.

You are hereby invited to join me at the Sundarian Embassy later this evening, so that we may deal with the problem at hand in a swift and civilised manner.

After the three delegations — five if you count subfactions — met in the Sundarian embassy, the veolian senator wrote up the agreement for future reference.

Dear Senator Ardios Eldrilith, Senator Jennifer Obotanga,

The Veolian Commonwealth still very much appreciates this gesture of goodwill.

During our discussion this evening we have reached an agreement, which I have summarized here for all to read:

  1. The Praetorian Empire and the Sundarian Federation will reign in their respective subfactions and order an immediate cancellation of the research and development of terraformation technologies.
  2. The Praetorian Empire and the Sundarian Federation will license the following technologies from the Veolian Commonwealth:
    The Praetorian Empire and Sundarian Federation will each pay 3150 (:tax) in licensing costs.
  3. Furthermore the Veolian Commonwealth promise to endorse fully and without reservation any terraformation project the Praetorian Empire wishes to begin in the Lumo Duo System in (:sector) 12 -8 and the Nashira Mira System in (:sector) 12 -9,
  4. Additionally, the Veolian Commonwealth promise to endorse fully and without reservation any terraformation project the Sundarian Federation wishes to begin in the Guaire System in (:sector) 16 -5 and the Nashira Mira System in (:sector) 12 -9.

I am glad that we were able to resolve this matter in a way that is satisfactory for all involved.

On the matter of the licensing payment, the Veolian Commonwealth has no problem receiving the sum in (:kelwaraan-credits), or we can discuss payment in installments if necessary.
