Dear mister Pendra,

The Sundarian Federation is know for their excellent scanning fleets. The Hiocan Society has contact with a settlement in sector [6,-6], this lies without Union territory. We would like to ask the Sundarian survey fleet to thoroughly investigate this area, with our own Veh Halitra fleet we can provide the necessary protection. What are the possibilities and what are the cost for this?

Dear Merchant Aosen,

We are happy to offer the Hiocan Society our assistance in the search for a suitable settlement location and are willing to provide a scanning fleet in order to carefully study the requested sector for locations that meet your wishes.

I would like to note however that, depended upon your wishes, the search for a suitable site will take a minimum of 20 (:turn). The costs and our fee will also depend upon your wishes. Suppose however that you would opt for the bare minimum, it would require an investment of 1500 (:tax) / (:turn) for 20 (:turn) to cover the necessary scanningcosts (as per the rules), as well as a fee of about 75 (:tax) / (:turn) for 20 (:turn) in order to cover 50% of the incurred friction costs.

Your offer seems reasonable. Currently, we are still with the Veolians in discussion for a Terraformation project. As we cannot do two projects at once we would need good planning. Which turns are the Sundarians scanning vessels available?

((OOC: You always have to design the settlement OOCly and get it approved before starting the scanning; as per Settlement rules: System Design and Validation.

You can see some examples from the other two settlements: Approval: Veolian Settlement 1 system design and Approval: Praetorian Settlement system design.

I feel I would be remiss as a player to alert you to the economic strain of starting a settlement: the expenses for setting up a settlement are around 200 000 (:tax) at the low and extremely efficient side, and the longer you have to keep the settlement around in a dependent state, the more (:tax) you will see evaporating, at least 600 (:tax) per turn and that's without making any progress. There is a reason that the Praetorian Empire and the Sundarian Federation cooperated to get a settlement going!))

In order to reach (:sector) 6, -6 in a timely fashion, we request access trough your Home sector and the use of your hyperspace lane for the duration of our travels


Based upon your wishes as specified by your office, and taking into account our expertise and available resources we come to the following:

The project will take 39 (:turn) and costs for the scanning will be as follows:
* The first 19 (:turn) will require an investment of 1500 (:tax) / (:turn) during which time we request a fee of 75 (:tax) / (:turn).
* The final 20 (:turn) will cost 2000 (:tax) / (:turn) during which time we request a fee of 100 (:tax) / (:turn).

The fee is merely there to cover half of the friction costs incurred by our government as result of the increase in the amount of spendable income within our internal market.

Should you accept this offer, please inform my office at your earliest convenience so that we can make the final arrangements.

((OOC: I would like to point out that the costs as currently proposed in my IC posts are merely the scanning costs as required by the rules, with a small fee to cover part of the incurred friction as a result of these payments. Scanning (and building) the settlement is a costly endeavor that places a significant strain on ones economy.))
