Sorry about the fact that I mixed up the special project and the technology. Although to be honest this could have been a realistic IC mistake, Zatri does not really care.
Thanks for the IC tip to contact your senator or another senator directly. However I hope you notice that since your character did not make this effort on behalf of Zatiri she has decided to cut out the middle man.
And finally a small tip: Don't end your message with a combination of 'We cannot accept your proposal' and 'please contact me again if you wish to accept my previous offer.'
If it was not clear yet Zatiri is not really interested in tax at this moment. Furthermore you expect her to transfer the technology before you have paid which feels like a method to rush things without compensation.
Since she only gets a refusal and no effort to help with her offer you have just given her an out to simply not respond and follow up with your advice.))

However, I do have a few counter points.
First of all, Dana specifically said she would try to arrange something if there was any product (as in products) Zatiri was interested in. Instead Zatiri asked for a tech.
Second, while the Bluethread Group will sometimes act as broker for the ACA, they have no reason to do so for other factions without being asked and adequately compensated. The Bluethread Group is large enough to handle deals with other factions on its own, the ACA isn't involved. These negotiations never had a middle man to cut out.
Third, paying in terms has never been an issue with anyone. Zatiri only said they valued their tech at 1500
, nothing about when and how. She should have been well aware neither the Bluethread Group nor the ACA could have paid that in a single turn as there would have been a 1000
technology transfer cost. Dana proposed half at transfer and the other half the next turn. Which I consider very reasonable, normal in FWURG even, both IC and OOC.
Lastly, how is Dana supposed to know Zatiri is uninterested in tax if Zatiri names a specific price in tax after Dana asks for the price. Basically I asked what you wanted for the tech, then I offered you what you said you wanted for the tech, after which you refused what you said you wanted for it.
All in all, these things result in Zatiri looking very unreasonable to Dana. I normally wouldn't have explained my characters motivation like this and just have you suffer the consequences, but considering you told me your motivation I have told you mine.
