Dear chancellor, ministers,
I suggest that half of the foreign affairs contingency budget is set aside for supporting trades with other superpowers. This is something that has been said in speeches by chancellors and senators alike, but should really be moved forward soon. Having a sizable fund to back up any necessary actions will make starting up such trades easier.
Other than that, I think that funneling the remaining funds into the Colonisation Encouragement Fund is a good use for the funds. To make sure that everything is done in a legally correct manner, make sure that the funds are routed through the Ministry of Commerce, as the fund is under the purview of that ministry.
