Of the five primary raw materials, , only two have yet to be incorporated on a large scale, . The Astai Republic believes that an economically profitable time has arrived to start construction of corporation and we are seeking at least two partners in this endeavour.

We believe that the Unified Republic of Darya and the Hiocan Society are ideally suited for this, having readily available incorporatable zones. We have also invited the Teprogrenaian Consensus because they also produce metals and their long term plans might be relevant.

Our proposition goes as follows: In the near future the Astai Republic, the Unified Republic of Darya and the Hiocan Society construct a metals corporation and exchange zone rights for these corporations.

The question then is whether you agree to this proposition. If so we can start negotiation on completion times and such. We are willing to make deals on zero interest loans to make it easier for our partners to construct these corporations.

For this project we are willing to commit our full income, which should be more than 3500 , as soon as possible.

Please correct me if I am wrong. I am assuming that the amount of income you could commit to this projects are 800 and 600 for Senator Gregory and Merchant Aosen respectively. Bringing the total up to 4900 .

Costs for these corporations will be 7000 for us, 7000 for Daryans and 5000 for Hiocans, totalling 19'000 . The Astai Republic is willing to extend 0 interest loans to both the Hiocans and the Daryans that can be payed off over longer periods after the corporations have been constructed.

If you choose to accept these, then under the previous assumptions of incomes we could lend the Daryans 3800 and the Hiocans 2600 and have all corporations constructed in the span of 4 .

The Vaspa Ahlstorm Conglomerate would like to offer an alternative solution. We would like for all three corporations to join the Conglomerate. What this would mean is that the VAC will heavily subsidize the construction of all three corporations. Members of the Conglomerate agree to exchange zoning rights so that productivity may be freely increased, as well as a division of derivatives equally amongst its member corporations.

All members must buy into the Conglomerate by establishing their corporation, the VAC will subsidize and equal part of this, amounting to a fourth of the total 19 000 to be paid, spread equally over the three starting corporations. Upon joining the conglomerate you will have zoning rights for the VAC Coolant Branch and VAC Deuterium Branch, and the rights of all new corporations that join our conglomerate from now on.

With this conglomerate we wish to make it easier for our members to optimise their industries and increase the productivity of the Union. I have already secured the cooperation of Senator Atheos and the Astai Republic, who wish to still extend his offer of loans to the Hiocans and the Daryans for the part that is not subsidised. The Hiocan Society is willing to join the Vaspa Ahlstorm Conglomerate if there will come a Metals and Construction Materials Corporations. The capacity in our system is great and by collaborating we can profit all from this. Furthermore the options on gas related activities are also interesting.

Currently, the Hiocan Society is setting up new Research facilities on the moon Aikum and this project will take us until 180 to complete. After this we will be able to asses our new situation and give the details about new investment possibilities. A good location of the headquarter will take some time as our atmosphere I planets are full.

After an impromptu meeting with Senator Gregory Konev and Nehket Sajjana we have come up with the following plan in order to establish all 3 corporations in 3 completing in 178.

The Veolian Commonwealth will lend the Astai Republic 1600 for in 176, 177 and 178 at 0 interest, to be paid back before 190.

Using this money and our own available income, we shall lend the Daryans 4050 and the Hiocans 5000 at 0 interest in 176, 177 and 178. This money allows the Hiocans and the Daryans to finish metals corporations in 178 without interferring with their other plans. The Hiocans and the Daryans, will pay this back after 190 and before 230.

This is favourable for both the Hiocan and Daryan economies because these corporations will increase their productions by quite a lot, it helps us because we can incorporate our metals zones sooner.

All 3 constructed corporations will join the VAC. Joining the VAC means that everyone exchanges each others zone rights, this means you will have access to VAC Coolant Branch and VAC Deuterium Branch and all others that will join in the future. A second consequence is that all dividends of all corporations in the VAC are split equally amongst factions of the VAC as is already happening.

Once the metals corporations are constructed, we have looked at everyones shipping capactities and, the specialised products will be moved around untill a set of 3 zones can be incorporated by everyone.

Furthermore once these corporations are established the Astai Republic will make a corporation together with the Hiocan Society, as well as a corporation with the Daryans.

Does the Hiocan Society agree to these terms?

As I remember it, we discussed a 0-interest loan for a short term, I am willing to loan 1600 per for 176, 177 and 178, provided the total amount of 4800 is repaid before 185. This will make the repayment amount 800 per should you start repayments immediately in 179.

There seems to be a small miscommunication. The contract clearly states:

My reaction to this was meant only for Etaireia. However, merchant Aosen seems to be under the impression that this loan is to the Hiocan Society directly, based both on the manner of address and the repayment period.

To clarify: both the Hiocan Society and the Daryans can repay at their own leisure starting 190. I have no interest in negotiating repayment schedules or accepted payments with them, and will leave this in the hands of my colleague Etaireia. As far as I am concerned, I have no dealings with the other parties except for their corporations joining the VAC, and a small loan to Etaireia's side of this agreement.

Of course, the Hiocans are free to agree on whatever form or schedule of payment they negotiate with Etaireia.
