While the Sundarian government maintains operational authority on the deployment of our survey fleets and related technologies during a state of emergency, they are not the property of the Sundarian government but are instead owned by a group of smaller investment firms in which my family has recently obtained a majority share.

It would be my pleasure to discuss the exact wishes and needs of House Shebi in regards to this technology and any other assistance with regards to surveying you might need. I'll also have my staff contact several experts and make the necessary arrangements for their visit on Mirda.

We are looking to improve the efficieny of our surveying fleet before we send it out to survey new worlds for colonisation. To this end we hope to acquire the Sensor Vessels technology. Additionaly we are looking into the possibility of hiring additional survey fleets to survey auxilliary sites.

I look forward to receiving a quotation for the Sensor Vessles technology, and the possible hiring of one or more survey fleets for a longer period. We are of course open to discussing the option of embedding the necesary state of emergency clauses in the treaty.

We are more than happy to provide House Shebi with the expertise they need and while we are grateful for the option to included the embedding a state of emergency clause in a treaty there is no need. Since we plan on using at least one of the fleets ourselves we should have sufficient capacity to maintain the required level of readiness.

Quotation for the sale of the Sensor Vessels technology and the lease of survey fleets, drafted at the request of House Shebi

Esteemed Duchess,

Herein you'll find the quotation you requested for the sale of our Sensor Vessels technology and the conditions and costs for lease of our survey fleets.

a) We are willing to provide House Shebi with the necessary expertise to improve the efficiency of their survey fleet for the modest sum of 500 and under the condition that House Shebi will not resale or transfer the technology to others.

b) With regards to our survey fleets we are willing to make the following offer:

We can lease the surveying fleet "The In-between" to House Shebi for a price of 28 / , they will then be available to your house for a period upwards of 50 .

Additionally we are willing to lease our fleet "The Edge of Darkness" to house Shebi for a price of 25 / to provide assistance for any smaller projects, up to 20 , you might wish to undertake. Unfortunately we cannot commit "The Edge of Darkness" for a longer time frame at this time due to the current limitations within our own planning.

The actual surveying costs of the outposts, space habitats and possible colonies are not included yet and will be for your House. If you plan on using our fleets outside of Union territory a risk fee might be required, depending on the sector, the conditions therein and any guarantees and/or measures taken by House Shebi (or the Veolian Commonwealth) to ensure the security of our fleet(s) and the safety of our personnel.

House Shebi intends to accept your terms for the sale of the Sensor Vessels technology. There is a small change I wish to propose with regards to the conditions you propose on the resale or transfer of the technology: we propose to phrase it as "House Shebi will not resell or transfer the technology to parties outside of the sovereign authority of the Veolian Commonwealth."

If you agree, we are willing to transfer the necessary funds in 172, and I shall have the necessary documents, visas, and such prepared for your experts to travel to Mirda.


As to the deployment of the Sundarian survey fleets, I wish to inquire about the risk fee you mention. Most economically viable real estate is located outside of the Union and as such we would most likely send out the survey fleets to survey one ore more sites outside of the Union's patrolled territory. Our interest are currently 10 -4, 11 -4, 9 -3, 15 -7 and 6 -6.

Dear Duchess,

If you intend to share the technology within the Veolian Commonwealth, to which we have no objection, I would rather extend the condition of resale or transfer to include the Commonwealth as a whole. This would mean the following change:

"House Shebi will not resell or transfer the technology to parties outside of the sovereign authority of the Veolian Commonwealth. Any other party within the Commonwealth, that acquires this technology as a result of this transfer, is bound to the same restriction on resale or transfer."

About our risk fee I mentioned earlier, looking at the sectors that seem to hold your immediate interest, I can say the following:

The sectors 10 -4, 11 -4, 9 -3 and 15 -7 are, based upon the intel currently available to us, considered to be stable and safe enough to conduct long term operations. As such our fleets aren't exposed to any unnecessary risks, either to our equipment or our personnel, and thus we feel that a risk fee isn't warranted or needed.

With regards to 6, -6 however, it is our opinion that even though the Mandalorians have withdrawn and there has been little cause for concern, some additional measures are in order to ensure the safety of our fleet and personnel. While we do not expect any direct threats for the Mandalorians, any dispersed remnants of their fleet, pirates or scavengers preying on the wreckage that undoubtedly still remains, could pose a serious problem for our fleets.

If your plans encompass a survey within 6, -6, we would be interested to learn the exact details for the planned operations and their estimated duration, as well as the level of guarantees House Shebi or the Commonwealth are willing to provide. Together with any intelligence we ourselves are able to gather, this will be used to make a risk assessment and decide upon the risk fee, if at all necessary.

We agree to the transference of restrictions with a resale of the technology. We shall transfer the necessary funds in 172.

Should we decide to survey in 6 -6 we will send the full fleet of House Shebi to accompany your survey fleet, and are willing to guarantee the full compensation for any material lost due to military actions by foreign nations. Currently we are just at the exploratory phase of our colonisation plans. I shall contact you when I have a concrete survey target.

Dear Duchess,

Providing a military escort would certainly be an adequate measure to ensure the safety of our ships and crew, but it might also provoke unwanted attention or aggression, nor do I believe it would be the most efficient one. Depending on the specifics of your plans, should House Shebi choose to survey in 6, -6, such an escort might not be needed and other, more subtle and cheaper measures to provide security could be considered.
We'll cross that bridge if and when we get to it.

For now I'm pleased that we have been able to reach an agreement on the transfer of our technology and I look forward to hearing from you when the details around your scanning operations, and our involvement therein, are clearer.
